Overview
Knowledge Services, a leading multidisciplinary organization in the software, professional services, and cyber security industry, is seeking a Senior Manager for Procurement. Reporting to the CFO, the Senior Manager of Procurement is responsible for the design and implementation of procurement process and policies within the organization. This includes leading and overseeing the procurement process from initiation to award for Rampxchange, a division of Knowledge Services, which provides procurement guidance to support both public and private sector users in the RAMPxchange marketplace. The ideal candidate will have strong leadership skills, a deep understanding of procurement best practices, and a proven ability to grow and manage a team.
Responsibilities
Procurement Process
- Develop and implement policies, procedures, and workflows to effectively manage corporate procurement
- Develop vendor qualifications requirement and audit vendors as needed
- Create and maintain contract warehouse within ITSM
- Develop and implement procurement timelines to align with contract warehouse
Compliance and Risk Management
- Provide oversight that all procurement activities comply with applicable local, state, and/or federal regulations, as well as organizational policies.
- Identify, mitigate, and manage risk associated with procurement activities.
Solicitation Development and Management
- Lead the preparation, drafting, and issuance of solicitations, including Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotes (RFQs), and other procurement documents.
- Define clear, comprehensive specifications; evaluation criteria; and scope of work in collaboration with RAMPxchange members.
- Develop and implement procurement timelines to align with RAMPxchange member goals.
Team Leadership, Training, and Communication
- Provide guidance and training to staff on procurement policies and best practices.
- Act as a liaison between departments.
- Work in partnership with leadership to enhance and execute the strategy to grow RAMPxchange.
Qualifications
Education
- Bachelor's degree in Business Administration, Supply Chain Management, or a related field a plus.
- Relevant certification (e.g. CPM, CPSM, PMP) is a plus.
Experience
- Minimum of 5 years in procurement, purchasing, contract management, or a similar role, preferably in government.
- Demonstrated experience managing the solicitation process and evaluating bids.
Skills and Competencies
- Strong knowledge of procurement principles and practices.
- Understanding of procurement regulations (e.g. Uniform Guidance, Federal Acquisition Regulation (FAR), state-specific law).
- Excellent project management and organizational skills.
- Exceptional written and verbal communication skills.
- Self-motivated with the ability to work with and as a team.

- Cybersecurity and Risk Management industry knowledge or related experience
- Knowledge of cybersecurity products and services
