What is the position? 
 Cognosante is seeking a highly experienced Senior Software Engineer/Technical Team Lead with over 10 years of expertise in software application analysis, design, and development. The ideal candidate will have a broad skill set encompassing full system lifecycle development, including requirements gathering, planning, design, implementation, documentation, and support. The role involves leading technical teams, providing subject matter expertise, and supporting cloud migration, application modernization, interoperability and development in a healthcare-focused environment, including extensive experience with the Veterans Health Information Systems (VistA), VA FileMan and VistA Kernel and various cloud platforms such as AWS and Microsoft Azure.

• This position is ideal for a senior-level developer who excels in both technical leadership and hands-on development, particularly in regulated environments like government healthcare.

• Serve as a technical development lead resource for a team of software developers, systems specialists, and security experts supporting enterprise-scale migration and maintenance of healthcare information systems (e.g., VistA, IFAMS, CPRS, 4-Sight) into AWS GovCloud containerized platform.

• Develop and implement software in MUMPS/Cache, FileMan, and other legacy and modern tools within the VA and DoD ecosystems.

• Provide subject matter expertise on VistA systems including modules such as Integrated Billing, ePharmacy, and Prosthetics, ensuring compliance with HIPAA standards and federal regulations.

• Oversee the development and implementation of cloud-based solutions, including developing REST APIs and Interoperability solutions for VistA and VistA dependent applications, leveraging AWS services such as EC2, Lambda, S3, and OpenShift to ensure secure, remote access for healthcare providers.

• Collaborate with cross-functional teams to provide expert guidance on cloud architecture, networking design, infrastructure integration, and troubleshooting.

• Administer cloud-based tools and systems such as InterSystems IRIS, FileMan to Class Object Generator, and other AWS management services (CloudFormation, CloudWatch, etc.).

• Lead the migration of existing software systems and applications to modern platforms (e.g., AWS DevOps, Azure) with a focus on healthcare logistics and government sector solutions.

• Manage project life cycles utilizing Agile Scrum methodology, supporting both legacy and modern technologies within a government-regulated environment.

 
What qualifications do I need? 

• Bachelor's degree in computer science or related field.

• Over 10 years of experience in software development, cloud architecture, and technical leadership, specifically in healthcare IT environments using VistA and VistA derivative technologies (Veterans Affairs, Department of Defense, Indian Health Services)

• Extensive knowledge of AWS Cloud services (VPC, EC2, Lambda, S3, SNS), InterSystems IRIS/HealthShare, and VistA

• Proficiency in legacy languages (MUMPS, Delphi, Cache Object Script, HL7, SQL) and modern development environments (Microsoft Visual Studio, C#, Java, ASP.NET)

• Experience transitioning large-scale systems and teams to cloud environments (AWS, Azure), with deep involvement in security, performance optimization, and system integration

Technical Skills:

• Expertise in project management and Agile/Scrum methodologies
