GENERAL OVERVIEW:

The incumbent designs and builds high quality data pipelines driving analytic solutions across digital and technology solutions.  As a skilled data / software engineer the incumbent will work as part of a technical, cross functional analytics team, solving complex data problems and delivering  insights to enable analytics strategy. This role will establish the data architecture strategic framework for all digital and technology solutions, determine the standard and principles needed, then design it accordingly. This role will strategically look across every aspect of our organization — patient data, member data, claims information, communications, strategic vendors, and more — to ensure they are incorporated and data is maintained within the framework. The incumbent will enforce adherence to established standards and ensure this is handled appropriately through the full lifestyle of the data, including identifying which parts of the organization produce data, what type(s) of data it produces, and how to best move the data through the system to enable our analytics and patient/member engagement strategies. 

The incumbent will provide leadership and technical expertise, and work with leadership to manage the technical aspects of a large software development program for the design and optimization of networks, solutions and systems. This role is responsible for receiving business needs and requirements from the customer, defining system requirements and scoping the design, managing the development of the software, provide technical expertise and work toward successful deliveries to the customer.


ESSENTIAL RESPONSIBILITIES

  • Establish the data architecture strategic framework for all digital and technology solutions. Determine the standards and principles needed and design the data architecture accordingly. 20%
  • Strategically look across every aspect of the organization, including patient data, member data, claims information, communications, strategic vendors, and more, to ensure they are incorporated and data is maintained within the framework. 30%
  • Work with the program and technical leadership to manage the technical aspects of a large software development program for the design and optimization of networks, solutions, and systems. 20%
  • Receive business needs and requirements from the customer, define system requirements, and scope the design. Design and build high-quality data pipelines that drive analytic solutions across digital and technology solutions. 20%
  • Identify which parts of the organization produce data, what type(s) of data it produces, and how to best move the data through the system to enable analytics and patient/member engagement strategies. 20%


QUALIFICATIONS:

Required

  • Bachelor’s degree in Information Technology, Computer Science, MIS, or engineering. 
  • 7 Years experience in Data Engineering, IT Engineering, and Platform Engineering
  • 5 Years experience in Technology/Data Architecture


Preferred

  • Master's degree in Information Technology, Computer Science, MIS, or engineering. 
  • Certification in Fast Healthcare Interoperability Resource (HL7 FHIR)
  • 3 Years Experience with cloud computing platforms, such as AWS, Azure, and GCP
  • 3 Years Development and Maintenance Data Warehouses with large solutions
  • 3 Years Experience in Software Application Development 

SKILLS:

  • Consulting 
  • Data Architecture, database structures, warehousing
  • Strong leadership and communication skills
  • Ability to work independently and as part of a team
  • Experience with data science and machine learning
  • Experience with data warehousing and business intelligence
