SALARY: $91,682 - $137,524

Under general direction, the IT Supervisor – Applications is responsible for providing leadership, technical expertise, and oversight of enterprise and department specific applications used across the organization. The position supervises multiple application teams, collaborates with various stakeholders, and ensures the effective and reliable operation of critical business systems and software applications. This role plays a key part in aligning technology solutions with organizational goals and in promoting efficiency, productivity, and innovation throughout the organization.

ESSENTIAL JOB FUNCTIONS

• Supervises multiple application teams by planning, assigning, prioritizing, and reviewing work to ensure goals are met.

• Conducts performance evaluations and enforces policies and procedures.

• Makes or recommends hiring, disciplinary, and termination decisions.

• Oversees staff development by assessing training needs and implementing strategies to align skills with evolving business and technology requirements.

• Builds and maintains stakeholder relationships to support the design, development, and implementation of innovative technical solutions.

• Monitors program performance to ensure quality, responsiveness, efficiency, and continuous improvement of city services.

• Assesses technology and organizational needs by analyzing requests for new applications and coordinating system design, development, and implementation with staff.

• Develops and enforces technical standards and procedures to maintain system stability, improve functionality, and ensure compliance with organizational objectives.

• Communicates project information including status updates, proposals, and technical issues clearly and effectively with customers, departments, and leadership.

• Manages resources and priorities by adjusting project schedules, staffing, and materials as needed to meet completion deadlines.

• Fosters a collaborative, high-performance environment that encourages innovation, accountability, and teamwork.

• Analyzes information and plans system installations or modifications to meet changing business and operational needs.

• Research emerging technologies to inform recommendations, purchasing decisions, and technical design approvals.

• Collaborates with leadership to align technology initiatives with short-term and long-term strategic goals.

OTHER JOB FUNCTIONS

• Participates in committees and professional associations relevant to the assigned functional area.

• Assists in the preparation and management of the division’s budget as it relates to systems and services within the scope of responsibility.

• Leads staff in the design, development, and delivery of datacenter systems and service training programs.

• Reviews and approves end-user training materials and documentation to ensure accuracy, completeness, and alignment with organizational standards.

• Meet and maintain qualifications for Criminal Justice Information Systems (CJIS) access.

• On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required

• Knowledge of IT Service Management frameworks and practices.

• Knowledge of data security and privacy standards such as PCI, PHI, PII, and CJIS.

• Knowledge of process improvement principles and practices.

• Knowledge of national and industry offerings and trends pertaining to design, and support of enterprise applications.

• knowledge of computer hardware and software, systems analysis techniques, data processing procedures, database administration, systems design, and system implementation processes.

• Knowledge of data reporting tools and processes, and their applications on an enterprise-wide basis.

• Knowledge of project management of software implementations.  

• Extensive knowledge of application and software design, development, testing, implementation, documentation, maintenance, enhancement, and decommissioning.

• Skill in management, supervision, planning, communication, and interpersonal interaction.
