This advertisement is for an SES (Selected Exempt Service) position located at Central Office in the Office of Administration, Bureau of Contract Management and Monitoring.

 

Salary: $106,822.82 - $112,730.54 Annual Range

 

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

This is a professional management level position with the primary responsibility relating to contract management and monitoring, procurement, financial management, and administrative support. This position proactively manages all contract functions and farm operations for the division. This includes Strategic Statewide Contracts, Reentry Contracts, the Farm and Edible Crop Program (FECP), and various other contract and administrative support functions. 

 

Strategic Statewide Contracts/Reentry Contracts:

  • Administers and directs the management, monitoring, and planning, of contract-related services. Directs the preparation of the contract specifications, amendments, and internal procurement documents related to services and/or commodities.
  • Directs the preparation of annual Legislative Budget Requests (LBR). Directs the writing of a programmatic budget for the FDC budget office to include financial analysis and anticipated expenditure projections.

Contract Management and Administrative Monitoring Section:

Administering all aspects of the division’s service contracts, including but not limited to:

  • Information gathering and market analysis.
  • Research and communication with other state entities to determine best practices.
  • Development of procurement documents with our FDC procurement office. 
  • Contract administration, management, and monitoring functions.
  • Timely invoice review, approval, and payment processing.
  • Data tracking, reporting, and analysis.
  • Ensuring vendor accountability and contract performance.
  • Coordination with programmatic customers to ensure agency services are meeting or exceeding the needs of their division.

Administrative Monitoring/ Field Service Support/Training:

  • Processes and process improvements, business planning.
  • Responsible for divisional procedures, internal audit processes, operational audit responses, and identifying corrective action strategies.
  • Professional development, and interagency training on contract management-related topics.

Emergencies:

  • The incumbent in this position is responsible for managing emergency response during and after scheduled work hours. The incumbent is responsible for coordinating the work activities of subordinates. Participation in emergency response is a requirement of this position.
