Position Overview:

The Vice President – Facilities Engineering is Fleet’s owner for quality and technical governance across the full facility lifecycle, from design intent and construction execution through commissioning, site startup, turnover/acceptance, and steady-state operations.


Key Responsibilities:

  • Build and run programs that ensure sites are commissioned and turned over to Operations in adherence to a clearly defined, repeatable Fleet standard
  • Ensure sites are only accepted when they are fully ready for operations and customer load
  • Ensure the portfolio operates consistently to Fleet’s specifications and policies
  • Lead major infrastructure replacement projects and capital projects outside of construction scope
  • Own continuous improvement through audits, field feedback, training, and standards control
  • Support safety, security, and availability by building measurable, enforceable, and continuously improving programs

Commissioning Program Ownership:

  • Own Fleet’s commissioning framework and acceptance philosophy, including stage gates from pre-functional through integrated systems testing and turnover
  • Define and maintain commissioning requirements, deliverables, and pass/fail acceptance criteria for construction and commissioning partners
  • Drive consistent site startup readiness including operational readiness requirements such as spares, tools, procedures, training, documentation, alarm strategy, and escalation paths
  • Establish a disciplined punch list and deficiency management process including severity classification, closure verification, and reporting

QA/QC Program Leadership:

  • Build and run Fleet’s QA/QC program including audit plans, inspection points, evidence requirements, and corrective action workflows
  • Ensure quality controls exist across vendor work including construction, commissioning, and maintenance vendors
  • Identify systemic defects and repeat failures and lead root-cause analysis and corrective and preventive actions

Site Acceptance & Turnover Governance:

  • Own requirements for post-construction acceptance into operations including technical, documentation, safety, maintainability, and operability readiness
  • Lead acceptance reviews and decision-making ensuring sites meet defined standards before handoff
  • Define and manage turnover artifacts including as-builts, one-lines, O&M manuals, test reports, sequences of operation, warranty details, parts lists, and asset data standards

Internal Audit & Field Validation Programs:

  • Build internal audit programs to validate operational design is working in the field and operations are executed per Fleet standards and policies
  • Establish audit cadence, sampling methodology, scoring, reporting, and closure verification
  • Partner with site leaders to convert audit findings into durable improvements

Standards Management (Control, Revision, Approval):

  • Own Fleet’s standards lifecycle including creation, revision, technical review, approval, publication, and change communication
  • Maintain a controlled document system with versioning, effective dates, and applicability across sites
  • Lead standards councils and review boards to ensure alignment and updates
