About the role

Overview

Lynker is seeking a Northeast Fisheries Observer Program Training Logistics and Support Specialist to join our growing team.  The Fishery Monitoring and Research Division’s (FMRD) Northeast Fisheries Observer Program (NEFOP) provides observer coverage of several Northeast and Mid-Atlantic federal and state fisheries. The Training and Data Quality Branch (TDQ) trains and monitors the performance of fisheries observers while sampling onboard commercial fishing vessels from Maine to North Carolina, USA. Deployment of observers is conducted by an observer service provider. The data collected by observers is tracked, edited, audited and uploaded to a master database by FMRD staff. Data are provided to a variety of end-users and stakeholders for use in fisheries management decision making. The fisheries coverage is split between the Northeast and Mid-Atlantic areas.In order to provide adequate observer coverage as required, it is necessary to conduct observer training sessions on a semi-regular basis (in-house and virtual sessions) to maintain an active observer workforce. Training sessions are required to teach specific fishery-dependent data collection protocols and to certify observers for deployment. New programs and certifications may evolve in response to scientific, management and industry needs. Training sessions remain an essential component of the overall observer program.

Instructor - Training Logistics and Support will provide a myriad of support tasks for training activities. In-class instruction will be a small component, however, it will be more of a supportive and secondary role. Some debriefing tasks in support of Data Quality may also be needed depending on branch operational needs.

Responsibilities

Duties of the Northeast Fisheries Observer Program Training Logistics and Support Specialist will include the following:

  • *Contractor shall perform all tasks from Task 1 - Instruction, Level I.

  • Contractor shall manage and create student file folders, as needed.

  • Contractor shall coordinate all new observer candidate package reviews with TC and TPM (TDQ and outsourced training sessions) and ensure all associated documents are filed and accounted for each training as per TDQ protocols and deadlines.

  • Contractor shall track common errors for new observers, complete certification reports for each graduating class and assist with similar projects as outlined by the Training Program Manager, as needed.

  • Contractor shall participate in Data Quality Team meetings, as needed.

  • Contractor shall assist Technology Integration Support Specialist (TISS) with set-up and issuance of observer- issued electronics, as needed.

  • Contractor shall assist and support all inventory tracking needs for tablets, digital cameras, InReach, all electronic accessories and other observer issued electronics.

  • Support all in-class activities led by TISS (e.g. device set up, pre and post training reports, device instruction, uploads, etc.).

  • Contractor shall provide support with in-house debriefings such as checkup of issued electronics, cleaning of units, communicating any discrepancies to TISS.

  • Contractor shall assist Training Program Manager and (TISS) with establishment and disabling of NOAA accounts for observers, as needed.

  • Contractor shall track IT requirements for new observer candidates (e.g. IT security class, pre remote training docs), as needed.

  • Contractor shall serve as backup presenter for Technical Integration Support Specialist (TISS), and possibly other instructors as needed.

  • Contractor shall carry an after-hours phone during the week and weekend for after-hours observer and/or trainee assistance on a rotating schedule as needed. Expected hours of coverage are until 8:00 pm on weeknights and from 8:30 - 5:00 pm on weekends.

  • Contractor shall assist TISS with photo uploads and processing, as needed.

  • Contractor shall ensure students sign electronic documents and that these documents are filed appropriately, as needed.

  • Contractor shall assist with the coordination and setup of virtual meetings for training sessions, as needed. 

  • Contractor shall track and update inventory lists from returned observer gear through exits, as needed.

  • Contractor shall assist with the annual electronic inventory report, as needed.

  • Contractor will assist with tracking of training materials, as needed.

  • Contractor shall assist with all activities related to training preparation (e.g. copies, mailing, classroom setup), as needed.
