Your Specific Responsibilities:
This position is responsible for setting information technology (IT) direction, establishing IT standards, and developing related strategies for the Florida Department of Health to enable its mission. These responsibilities include, but are not limited to, overseeing the development and management of technology infrastructure, including networks, servers, and storage systems, and service desk operations; ensuring the technology teams are following best practices for the different domain areas such as application development, information security, infrastructure, and others; driving technology innovation and continuous improvement of Department’s technology systems; researching and testing new technologies that could be implemented in the Department to improve operations and customer experience; and identifying and mitigating technology-related risks that could impact the Department’s operations and reputation. This position is to work in concert with the Chief Information Officer (CIO), Deputy CIO, and Chief Information Security Officer (CISO) to operationally implement any identified strategic initiative, providing resource management, and technical and administrative support to the Department; developing business cases and associated documentation; acting as liaison between the Office of Information Technology and stakeholders; and establishing priorities to provide effective and timely service to our customers.
- This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
- Creates and maintains policies, procedures, standards, and best practices around technology infrastructure.
- Plans, recommends, and facilitates acquisition of information technology hardware and software required to support the current and future IT architecture requirements. Advises the Chief Information Officer as to the information technology resources management needs of the Department for inclusion in planning documents required by law. Reviews all department information technology purchases to ensure acquisitions are in compliance with federal and state laws as well all the applicable rules, policies and procedures, standards, and information security. Reviews and analyzes proposed legislative changes regarding information technology.
- Aligned with direction from the Department’s CIO, carries out technology policies and procedures used by the Department. Responsible for all functions of the data center including service level agreement responsibilities, use of State Suncom voice and data lines, technology inventory, information technology life cycle.
- Works with disaster recovery teams to make sure that data recovery procedures are in place for public health preparedness information systems.
- Leads technology operational efforts related to the response and restore from non-security technology related incidents.
- Keeps up to date and continuously educate themselves on latest technology trends and topics. Educate leadership on these topics and presents advantages and disadvantages of adopting proposed new technologies.
- Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with Department policies and procedures.
- Serves as a state data center representative for the Department.
