About the role

The Administrative Director exercises management responsibility over the business and operational activities of the Department of Public Health.  This individual is responsible for establishing short and long term goals and objectives in line with Mount Sinai Health System as well as ensuring compliance with federal, state and city regulatory agencies.

  • Provides administrative direction and coordination in the formulation, interpretation and administration of current and long range policies, procedures and programs.
  • Establishes goals and objectives for each department that are consistent with Mount Sinai Health System policies and federal, state and local regulations.
  • Collaborates with the Department Chair to develop short term and long range plans.
  • Interprets and administers policies regarding hiring, payroll, appointments and promotions, placement and orientation of all faculty and/or staff.
  • Reviews and approves all reclassifications, new positions and salary increases. Directs and coordinates the performance appraisal system for all faculty, professional staff and biweekly employees.
  • Creates business plans to support hiring of new research and teaching facilities.
  • Provides oversight to management staff to ensure compliance with established practices, to implement new policies, and to keep employees aware of changes and current standards.
  • Supports the educational aspects of the Department in conjunction with Public Health and Healthcare Administration (PHHA) program leadership and staff.
  • Ensures compliance with regulatory, insurance and ethical standards regarding safety of patients, employees and property. Identifies contingency plans for potential risks.
  • Encourages collaboration among divisions to effectively coordinate and implement operational activities; facilitates and encourages effective communications across functional areas.
  • Plans budget needs by analyzing short and long-term program plans. May collaborate with the Finance Director to assure the completion of the annual budget and subsequent monitoring of financial status of the department, unit or division.
  • Ensures the financial systems are in place to properly run the department. Ensures compliance with MS Health System policies and procedures.
  • Implements quality assurance programs and oversees monitoring activities to meet standards and regulations of accrediting agencies such as Joint Commission on the Accreditation of Healthcare (JCAHO), Commission on Accreditation of Rehabilitation Facilities (CARF) and New York State and City Department of Health.
  • Responsible for the financial management of all Department programs, including the Clinical Translational Science Award (CTSA) in the Office of Research Services, Public Health educational degree programs (MPH, MHA, BIO, CLR), training grants and faculty research portfolios.
    • Specific responsibilities related to the CTSA are:
      • Oversees the process and provides guidance in the preparation of budgets, Grants & Contracts Office/Institutional Review Board paperwork, application forms, no cost extensions, and subcontracts.
      • As part of the Office of Research Services, develops and provides education and and training in grant management to the Mount Sinai Health System research community
    • Specific responsibilities related to PHHA are:
      • Oversees the development and management of annual budgets for educational programs, including tuition revenue, instructional costs, program support, staff and recruitment activities.
      • Partners with program leadership to produce multi-year financial forecasts and business models for new offerings
      • Conducts tuition and fee analyses, enrollment projections, and scenario planning to guide resource allocations.
  • Responsible for the oversight and management of pre and post-award administration for CTSA, research and training grants
    • Analyzes and/or oversees analysis of monthly grant activity, department funds, monitors grant and department funds spending reports and expenditures posted to assigned grant projects, and serves as a liaison to Grants & Contracts Office, Sponsored Projects, and Finance departments and other collaborating departments to ensure grants are being properly managed; approves HR and financial transactions
  • Chairs department committees and participates in hospital committees as assigned.
  • Supervises administrative staff as needed
  • Masters degree, preferred in healthcare adm
