Position Specific Summary
The Lead Pension Analyst position serves as the Board Secretary to the Public Safety Personnel Retirement local board office, which is tasked with serving public safety professionals who participate in a state-level retirement system. Duties include providing support to the Police and Fire retirement boards and commissioned personnel who participate in the Public Safety Personnel Retirement System (PSPRS) plan.
Work is performed under the supervision of the Chief Financial Officer. This position exercises supervision over PSPRS personnel.
Duties and Responsibilities
Board Secretary (25%) - Essential
Acts as the Board Secretary to the Public Safety Personnel Retirement local board office.
Schedules and sends email notifications of PSPRS Board Meetings, finalizes, and posts the agenda, Legal Action Reports, and meeting minutes for both boards, uploads to Boards and commissions, and sends required meeting materials to Phoenix. Schedules and reserves a meeting room, conducts MS Teams meeting and phone conference line on the day of the meeting and schedules special meetings as needed. Drafts and submits annual calendar of board meetings for approval, write annual reports, complete public notice statements, and board attendance. Creates and distributes new member welcome packets, assists in loyalty oaths, and provides local board training information for new board members. Maintains and submits changes boards may make to Model Rules and Procedures
Client Services (20%) - Essential
Assists active and retired police officers and firefighters with retirement/pension topics. Assists other Local Boards with questions/procedures. Answers questions and assists members eligible for a Deferred Annuity. Assists members with prior service quotes and purchases. Assists members and City departments with PSPRS return to work provisions and non-perm positions. Attends police and fire academies. Schedules time to speak with new members and laterals. Notifies the financial advisory team of the scheduled date. Coordinates with departments to gather all physicals for new PSPRS employees, creates files, identifies pre-existing conditions, sends certified letters, and updates information in required areas. Meets with new plan members and lateral classes. Verifies tier placement and prior plan membership. Collects membership forms and enters demographic information into the PSPRS database. Creates informational announcements regarding PSPRS topics to submit monthly in the Police and Fire bulletins. Coordinates the hiring of new doctors, attorneys, and others, obtains necessary contracts and documentation for payments, and maintains their files.
Submits Annual Qualifying Report for AZ Fire Insurance Premium Tax Refund. Assists new Elected Officials in completing the Elected Officials Retirement Plan (EORP) membership forms. Assists walk-ins with a variety of topics, including divorce as it relates to the PSPRS pension plan. Attends local board training in person and online.
Retirement and Separation Processing (15%) - Essential
Determines retirement eligibility of plan members by collecting the required data from electronic system records and physical files. Calculates pension estimates for Tucson Police and Tucson Fire members interested in normal service retirement or entering the Deferred Retirement Option Plan (DROP) program. Calculates and verifies leave without pay for members to ensure they have enough service to retire or enter DROP before completing the application. Provides members with retirement/DROP Exit/DROP application and follow through until retirement or DROP entry has been completed. Uploads DROP extension approvals and add approvals/denials to PSPRS system reports.
Maintains the DROP Report database and provide reports to required departments. Assists with death benefits/options/applications—line of duty, survivor, and guardian benefits. Notifies all departments involved of the death.
Disability Processing (15%) - Essential
Provides information/options to those inquiring about a disability application, including types (on or off the job) and what the member qualifies for, depending on the circumstances. Including options for retirees who wish to apply. Meets with members who decide to apply for a disability, provides them with the application, collect materials that will be distributed to the boards for review, and advises of the next steps. Writes a letter to the disability applicant with information on how to proceed with Independent Medical Exam (IME).
