Summary

The Human Services Program & Fiscal Analyst is a mission-critical leader dedicated to strengthening outcomes for the residents of Adams County. This role ensures that public investments in human services translate into measurable, meaningful results for individuals, families, and the broader community.

Operating at the intersection of strategy, finance, and program performance, this position drives data-informed decision-making that enhances service delivery, improves system effectiveness, and maximizes the impact of limited public resources. By aligning fiscal stewardship with operational priorities and client outcomes, the position plays a key role in building a responsive, accountable, and results-focused human services system.

Prioritizes deep expertise in state and federal human services funding streams, including how funds must be structured, allocated, and deployed to implement programs in full compliance with statutory, regulatory, and fiscal requirements. Requires the ability to proactively analyze funding changes, model their operational and service-delivery impacts, and forecast the programmatic, staffing, and system modifications necessary to ensure continuity, access, and accountability.

Examples of duties

Fiscal Analysis & Budget Management

  • Analyze program budgets, expenditures, and funding streams (federal, state, local, and grant-based) to ensure fiscal integrity and sustainability. 
  • Connect financial constraints, funding requirements, and cost drivers to operational impacts on staffing levels, service capacity, timeliness, and client access.
  • Monitor fiscal performance, identify variances, and develop forecasts that inform leadership decision-making.
  • Demonstrates advanced knowledge of state and federal funding methodologies and allowable uses to ensure programs are implemented in compliance with all statutory and regulatory requirements. 
  • Utilizes data, cost modeling, and policy analysis to forecast the impact of funding and allocation changes and to develop actionable plans for programmatic, staffing, and system modifications.

Integration of Finance and Service Delivery

  • Translate complex fiscal and program data into clear, meaningful insights for leadership, managers, and community partners.
  • Analyze how funding structures, policy changes, and resource limitations affect frontline service delivery and client experience.
  • Partner with program managers to align operational decisions with available resources while minimizing negative impacts on clients and communities.
  • Conduct ongoing analysis to understand how financial and program decisions affect the children, adults, families, and businesses served by Adams County Human Services. 

Reporting, Compliance & Decision Support

  • Prepare reports, dashboards, and presentations for internal leadership, county administration, and external stakeholders.
  • Ensure compliance with applicable regulations, funding requirements, and reporting standards.
  • Provide ad hoc analysis and decision support to the Division Director and executive leadership on emerging issues, policy changes, and strategic initiatives.
  • Support grant monitoring, audits, and fiscal/program reporting as needed.
