Location/Schedule: This position is located at Pisgah, a residential treatment facility in SE Portland, OR. The schedule for this position is generally Sunday through Thursday 11:00 a.m. to 7:30 p.m. but may require flexibility to accommodate program needs.

Program Description: Cascadia offers diverse trauma-informed treatment services in the community, residential settings, and intensive outpatient settings to individuals mandated to treatment by the State of Oregon's Psychiatric Security Review Board (PSRB). Additionally, as a forensic program, we provide monitoring and supervision of the stipulation of conditions of release issued by the PSRB prior to the client returning to the community. Our goal is to promote the health, wellness, and safety of the individual within the community. There are nine PSRB homes in Multnomah County. The single-staffed locations are 23rd Avenue, 75th Avenue, Buena Vista, Overton, Rosewood and Quints. The double-staffed locations are El Dorado, Orchid House, and Pisgah.
Position Description: The Program Supervisor is responsible for overseeing the day-to-day operations of a residential treatment program, ensuring the effective delivery of clinical, medical, and therapeutic services. This role involves supervising and training staff, managing program resources, and maintaining compliance with relevant regulations and standards. The supervisor will work closely with various departments to integrate best practices like Harm Reduction and Trauma-Informed Care into daily operations while fostering a safe and supportive environment for residents. Additionally, the Residential Program Supervisor will play a critical role in crisis response, medication management, and collaboration with community partners to support resident well-being and recovery. The ideal candidate will have strong leadership skills and a commitment to enhancing the quality of care in residential treatment settings.
Essential Responsibilities:
- Manage assigned residential treatment program, coordinating with clinical services and preparing for licensure while ensuring compliance with Oregon Administrative Rules and Statutes.
- Oversee daily program operations, including clinical, medical, and therapeutic services, ensuring integration of best practices like Harm Reduction, Trauma-Informed Care, and Motivational Interviewing.
- Maintain program budget, track expenses, and participate in budget negotiations and forecasting.
- Provide leadership and supervision to staff, including training, performance management, and scheduling, ensuring adequate shift coverage and compliance with agency policies.
- Develop and manage the therapeutic milieu, model therapeutic interventions, and assist staff in resolving difficult situations.
- Ensure the safety and cleanliness of the facility, grounds, and equipment, including vehicle maintenance, fire drills, and safety inspections.
- Oversee medication management services, including staff training, quality assurance audits, and compliance with prescriber orders.
- Administer medications and perform delegated tasks as trained, ensuring compliance with regulations.
- Facilitate resident care by coordinating with treatment team members, case managers, and external providers, including monitoring clients under PSRB jurisdiction.
- Oversee resident services, including meal planning, life skills training, crisis response, and maintaining compliance with treatment plans and care authorizations.
- Participate in new client referrals, screenings, and Plan of Care Authorizations.
- Respond to crisis situations, following emergency protocols and ensuring a trauma-informed environment.
- Ensure staff and resident safety, maintaining awareness of fire regulations, evacuation procedures, and mandatory abuse reporting laws.
- Participate in rotation as Administrator On-Call, responding to site emergencies as needed.
