Position Summary
The Delivery Resource Manager is a strategic operations leader responsible for aligning staffing and skill capacity with Effectual’s Commercial portfolio priorities. This role sits at the intersection of Sales, Delivery, HR, and Finance — serving as the operational engine behind our Commercial team’s rapid growth trajectory. The ideal candidate has successfully built or scaled a resource planning function within an AWS or cloud-focused consulting environment and understands the unique demand patterns of commercial cloud engagements. You will bring both hands-on process improvement experience and strategic workforce planning expertise to help Effectual’s Commercial practice grow from 20 resources to 100+ within the next 8–10 months, without sacrificing delivery quality, client satisfaction, or utilization efficiency.
A Glimpse into the Daily Routine of a Delivery Resource Manager
No two days look the same in this role. You might start your morning reviewing pipeline updates from the Commercial Sales team to flag upcoming staffing needs, then shift to a cross-functional capacity planning meeting with Delivery and Finance. Afternoons could involve refreshing utilization dashboards, working with HR on a hiring plan for a new AWS practice area, or facilitating a portfolio resource review to balance competing priorities across active engagements. You’ll be a go-to advisor for leaders across the business — translating demand signals into actionable workforce plans and keeping the Commercial team resourced and ready to scale.
Essential Duties and Responsibilities
- Partner with Commercial Sales and Delivery leaders to align staffing supply with active project needs and pipeline demand across the commercial customer base
- Develop and maintain short- and long-term capacity forecasts by role, AWS skill set, and engagement timeline
- Build and maintain dashboards tracking utilization, bench time, billability, and hiring gaps specific to the Commercial portfolio
- Design and implement scalable resource management processes, templates, and tools tailored to support rapid Commercial growth
- Introduce best practices from enterprise consulting environments while keeping frameworks lean and adaptable to Effectual’s pace
- Partner with HR, Talent Acquisition, Delivery, and Finance to align Commercial workforce planning with hiring timelines, budgeting, and revenue goals
- Support project start-up and onboarding to ensure timely deployment of resources on commercial engagements
- Serve as a trusted advisor to executive leadership on Commercial utilization trends, capacity constraints, and scaling readiness
- Work closely with the Commercial Sales team to anticipate pipeline shifts and proactively plan for staffing needs before deals close
- Facilitate regular portfolio resource review meetings to balance competing priorities across commercial programs
- Build strong cross-functional relationships to improve transparency and accelerate decision making in a fast-moving sales environment
Qualifications
- Bachelor’s degree in Business, Operations, or related field
- 10+ years of experience in resource management, workforce planning, or delivery operations within a consulting or IT services organization
- Hands-on experience with AWS services and cloud modernization engagements is required — candidates without this background will not be considered
- Proven track record of supporting or scaling Commercial/private sector delivery operations
- Experience building scalable resource frameworks in a growing consulting organization
- Demonstrated success scaling operations from small to mid-sized teams (20 → 100+ resources)
- Exceptional analytical skills with the ability to translate data into actionable staffing decisions
- Strong understanding of utilization, billability, and project margin metrics in a commercial services context
- Proficiency with resource management and PSA tools, preferably Salesforce
- Excellent communication, collaboration, and stakeholder management skills
- High tolerance for ambiguity and ability to perform under pressure in a fast-moving commercial environment
Nice-to-Have Skills and Experience
- AWS certification (Solutions Architect, Cloud Practitioner, or equivalent)
- Lean Six Sigma or PMP certification
- Resource Management Certified Professional (RMCP)
