Position Overview:

We are seeking a strategic and results-driven Senior Program Manager to lead the planning, execution, and oversight of automated traffic enforcement programs. This role is responsible for managing large-scale, multi-jurisdictional projects involving red-light cameras, speed enforcement systems, and related technologies. The ideal candidate will bring deep experience in public safety programs, cross-functional leadership, and vendor/client relationship management.

Key Responsibilities:

• Lead end-to-end program management for ATE initiatives, including planning, implementation, and ongoing operations.
• Serve as the primary liaison between municipal clients, internal teams, and technology vendors.
• Liaise with teams that manage the installation, commissioning, and maintenance of enforcement equipment across multiple sites.
• Ensure compliance with local and state traffic enforcement laws and contractual obligations.
• Develop and maintain budgets and risk mitigation strategies.
• Monitor program performance metrics and generate reports for stakeholders.
• Coordinate with legal, procurement, and technical teams to support RFP responses and contract negotiations.
• Supervise and mentor program staff, ensuring alignment with operational goals and service-level agreements.

Qualifications:

• Bachelor’s degree in Public Administration, Engineering, Business, or related field.
• 6+ years of experience in program or project management, preferably in transportation, public safety, or government contracting.
• Proven track record managing complex, high-visibility programs with multiple stakeholders.
• PMP certification or equivalent preferred.
• Strong understanding of traffic enforcement technologies and regulatory frameworks.
• Excellent communication, negotiation, and leadership skills.

Preferred Experience:

• Prior work with municipal or state agencies on traffic enforcement or public safety programs.
• Familiarity with profit and loss statements and performance-based contracts.
• Experience with data analytics, reporting tools, and operational dashboards.
