The Work You Will Do:
This position reports to the Assistant Director and is responsible for managing a diverse group of professionals who perform permitting and compliance duties in support of the Division of Waste Management, Permitting & Compliance Assistance Program (PCPA) located in Tallahassee, Florida. The position requires the ability to manage multiple staff and programs. The ideal candidate will be highly organized, possess excellent communication and relationship building skills, discipline-specific knowledge, leadership skills, and be adaptable to changing priorities.
In this role, you will establish program priorities, provide direction to section administrators, and supervise the development of procedures required to administer the Permitting and Compliance Assistance Program. Additionally, this role will coordinate with the six district offices across the state to ensure statewide consistency in application of the program’s regulatory framework. Primary responsibilities include:
- Management of the statewide Hazardous Waste and Permitting Program, including interaction with the U.S. Environmental Protection Agency (EPA), district offices and other department programs pertaining to hazardous waste compliance, enforcement and permitting. The section is also responsible for the implementation of the federally delegated Resource Conservation and Recovery Act (RCRA) program, which issues permits for hazardous waste treatment and storage and for land disposal facilities. Provides technical assistance and training to the district offices and the regulated community.
- Management of the Solid Waste Program, including solid waste rule development, policy, financial assurance compliance, and implementation of Florida’s solid waste management program. Provides technical assistance to the district offices concerning the permitting, compliance and enforcement activities associated with solid waste facilities. These facilities can include landfills, material recovery facilities, transfer stations, composting/processing facilities and waste-tire management sites.
- Management of the Storage Tank Compliance Program, ensuring that the storage tank program is properly administered and coordinated with the district offices, local governments, and other sections of the Department for implementation and maintenance of field activities consistent with the regulations promulgated under Chapter 376, F.S., and in accordance with the annual State/EPA Agreement (Work Plan).
- Management of the statewide Recycling and Waste Reduction Program, including promoting and monitoring statewide recycling and waste reduction programs as well as the recycling and proper management of household hazardous waste, medications, mercury lamps (fluorescent) and devices, batteries and scrap electronics.
- Management of the Waste Registration Program, ensuring permitting and compliance registrations are completed.
- Serve as Mission Essential Personnel as required in support of disaster relief efforts.
