Job Overview
- Under the supervision of the Managing Director of Ethics, Legislative & Regulatory Affairs, the Senior Advisor supports all aspects of the duties of the Legislative & Regulatory Affairs Department, including but not limited to drafting and tracking legislation that directly and indirectly impacts NJEDA and corresponding rules and regulations as well as memorandums of understanding with government partners, supporting legislative and regulatory implementation and program/product development, working closely with the internal stakeholders, the Attorney General’s Office, the Governor’s Rules Office, the Office of Administrative Law, and other government agency partners.
Responsibilities
Essential Duties and Responsibilities
- Provide support to Authority executives in legal environments who have complex program, operational, and regulatory responsibilities.
- Research, prepare, review, edit, and negotiate contracts, memorandums of understanding, and other related documents.
- Research, draft, review, edit, and negotiate program and administrative rules and regulations and related documents, including memos and contracts.
- Perform other assigned duties such as researching best practices, drafting standard operating procedures, creating and maintaining templates, legal documents, and charts.
- Assists with policy and program/product development as needed to implement enacted legislation.
- Works with cross functional groups to understand business goals and requirements, identify legal risks, provide advice on options, and develop legal strategies, to ensure appropriate legal terms and conditions for compliance and alignment in and amongst business units.
- Identifies areas for improvement and drives efficiency in the contracting process with internal and external stakeholders.
- Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- Must complete annual and semiannual self-assessment as required.
- Performs other duties or special projects, as assigned.
Skills and Abilities
- Knowledge of or ability to read, understand and communicate in layperson’s terms about complex legislation, regulation, memorandums of understanding, contracts, and other documents
- Must possess advanced research ability and information technology skills
- Ability to prioritize workload; must be highly organized, detail-oriented, handle various tasks simultaneously, and work independently within limited time constraints with little or no supervision
- Experience in legislative/regulatory/government affairs desired
- Must possess knowledge of business, and industry
- Ability to communicate effectively both verbally and in writing and foster communications with business professionals, public officials, legislators, general public, trade organizations, and NJEDA staff
- Ability to obtain a thorough knowledge and understanding of all aspects of the Authority
- Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and NJEDA staff
- Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, NJEDA staff, and external customers
- NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred

Education and Experience Requirements
- Bachelor’s degree required
- Juris Doctor from an accredited law school required
- Admission to and good standing with the New Jersey State Bar required
- Minimum 8 years’ experience in a legal capacity
- Considerable experience reviewing legal documents, court dockets, and using third-party legal software (e.g., Lexis-Nexis) and other internet databases.
- Experience drafting for inclusion in rules, regulation
