Position Summary:

The Civil Process Director is primarily responsible for the management of the delivery of legal notices and court papers from all Massachusetts courts. Additionally, they will serve as the liaison between the Civil Process Office and the BCSO.

Supervision Received:

Receives direct supervision from the Chief of Staff in performing duties in accordance with all best practices and established guidelines.

Duties and Responsibilities:

Manages Deputy Sheriffs and civilian support personnel assigned to the Civil Process Division.

Ensures that all precepts are thoroughly and accurately recorded, served and returned and that all invoicing and fee collections are timely and complete.     

Actively identify opportunities for innovation, introducing and championing new technologies and best practices to streamline operations, reduce processing times, and improve service delivery.

Develop and execute a strategic vision for the Civil Process Division, aligning it with the Sheriff’s broader goals of transparency, effectiveness, and community engagement.

Oversee all aspects of the division, including personnel management, budget oversight, and the lawful and timely execution of all civil precepts.

Implement and utilize metrics to measure performance, identify bottlenecks, and inform decisions for process improvements.

Build and maintain strong, collaborative relationships with the judiciary, the legal community, other law enforcement agencies, and the public.

Foster a culture of accountability, professionalism, and continuous improvement within the team of Deputy Sheriffs and administrative staff.

Job Competencies:

Demonstrated experience in leading and implementing significant change, preferably within a public sector or law enforcement environment.

A track record of successfully leading, mentoring, and developing teams to achieve high performance.

A forward-thinking approach to leveraging technology (e.g., electronic case management, mobile data systems) to improve efficiency and record-keeping.

Comprehensive knowledge of Massachusetts General Laws related to civil process and court procedures.

Ability to clearly articulate a vision for change and build consensus among a diverse group of stakeholders.

The ability to navigate bureaucratic challenges and resistance to change with diplomacy and persistence.

Ability to process and maintain confidential information.

Excellent communication skills.
