About the role

Position Summary:

IEM is seeking individuals to fill a Full Time- Hazard Mitigation Technical Specialist position. This position plays a critical role assisting state and local governments, non-profit organizations, and communities in accessing and utilizing FEMA’s hazard mitigation grant programs. This position is responsible for providing expert guidance and technical assistance throughout the full spectrum of FEMA Hazard Mitigation Grant programs, ensuring effective implementation and building local capacity for disaster recovery and resilience. The Specialist will work in a fast-paced environment and will work closely with applicants to expedite grant processes, ensure compliance with requirements, and resolve issues to facilitate timely reimbursements. Candidates should expect to work within tight deadlines with accuracy and consistency.

 

 

Primary Location:

  • Candidate must live a commutable distance to Guaynabo, PR.
  • Position will be a Remote and In Office role making it a Hybrid work schedule.
  • In office days will be based on business needs and could range between 1 – 5 days a week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

 

 

Travel Requirements:

This position will require travel to complete work assignments or attend meetings.

 

 

Essential Functions:

  • Responsible for working with assigned COR3 and/or FEMA personnel to complete any necessary project developments, cost estimates, budgets and mitigation alternatives.
  • Responsible for the creation, and documentation of BCAs consistent with
     applicable project requirements and FEMA guidance.
  • Conduct site inspections for quarterly progress reports or to obtain additional information in response to FEMA Requests for Information or other project development purposes including technical assistance, if required. Properly document inspection findings and details in the accepted format for submission to FEMA or COR3.
  • Responsible for overseeing all technical reviews of project applications for technical feasibility, technical review of hydraulic and hydrologic studies, and compliance with law, regulation, Executive Orders, and policies governing floodplains, and environmental and historic preservation requirements.

 

 

Minimum Qualifications:

  • Minimum of 5 years working with Hazard Mitigation.
  • Must possess a minimum of five (5) years’ experience and training commensurate with the technical review of HMGP project application components such as engineering, construction management, hydraulic and hydrology, environmental assessments, and historic preservation.
  • High degree of expertise of FEMA’s BCA, pre-determined cost effectiveness types
  • and use of BCA Tool Kit.
  • Knowledge of FEMA Mitigation Grant Programs and associated regulations.
  • Experience with all aspects of project development. 
  • Ability to work in a difficult environment with all levels of government and local personnel.
  • Ability to organize and write clear, concise technical reports for delivery to customers is essential.
  • Ability to master new concepts and deliver quality results at an accelerated pace against tight deadlines.
  • Functional usage of Microsoft Word, Excel, Outlook, PowerPoint and SharePoint.
  • Working knowledge of RS Means in development of benefit-cost analysis.
  • Excellent oral communication and presentation skills are essential. 

 

 

Preferred Qualifications:

  • Bachelor’s degree from an accredited college or university with a major in engineering, public administration, emergency management, insurance, business administration, or related field. 
  • Demonstrated training or large group facilitation skills. 
  • Professional license.
