This is highly consultative work planning, evaluating, and monitoring technical assistance needs for Adult Protective Services staff throughout an eleven-county region. The position is also responsible for outreach activities to educate community service providers, law enforcement, and others about the agency's services. The position requires a high level of technical knowledge of law and policy, as well as independent judgment and the ability to convey knowledge effectively both orally and in writing. This position will work in cooperation with the Program Administrator, API Supervisors, and Regional Management in promoting the development of knowledge, skills, and application to case activities.

Provides policy interpretation, consultation, onsite analysis, assistance in problem resolution, follow-up training, guidance, and direction to administrative staff, unit supervisors, and operational staff. Observe and evaluate investigator's casework activities, assessment of services needs and referrals to services, and provide feedback to the API and the Adult Protective Investigator Supervisor (APIS)

Monitors the protective investigation and protective supervision program components through both formal onsite monitoring visits, case record reviews and informal discussions with protective services field staff. Reports are developed for required corrective action at the operational level and review at region and state levels.

 Provides programmatic technical assistance to staff at case staffing’s. Coach, motivate and model best practices to provide real time field casework guidance and assessment, for both new and existing APIs.

Coordinates, plans, and directs training activities (both preservice and inservice), in consultation with program office and operation, designed to provide adult protective services staff with the knowledge required to administer the program in compliance with statutory requirements.

Directs the quality and quantity of adult protective services related professional training for elder services network and other service providers to include staff from local law enforcement, State Attorneys' Office, and health care facilities.

Identify operational problems in the implementation of policies, procedures and training gaps, making recommendations for improvements. Works with management and participates on performance improvement teams, based on the results of quality assurance reviews.

Provide back up to Adult Protective Investigators and Supervisors, in field work as assigned.

Promotes community education programs to increase public awareness of adult abuse, neglect and exploitation as well as available preventative services. Participates in regional and statewide workgroups.

Reviews proposed policies, procedures and rules and provides feedback to requestors, as appropriate.  Performs other related duties as assigned.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of Adult Protective Services law, policy, and procedures.

Ability to conduct effective individual and group professional development activities for both new and experienced adult protective

services staff.

Ability to communicate effectively verbally and in writing with law enforcement, attorneys, health care providers, and other professionals,

as well as elderly and disabled lay persons.

Ability to effectively conduct individual, small group, and large group training activities with both professional and lay audiences.
