LocationThis role will be located at Bixal's offices in Fairfax, VA and Washington, DC, with the option for partial remote work. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
What will you do?As a highly-experienced leader on the Strategic Growth team, the Senior Director of Health Capture will identify and shape significant growth opportunities for Bixal among select HHS Operating Divisions. In this role, the successful candidate will run the federal health business development playbook to cultivate a six-, 12-, and 18-month pipeline toward achieving meaningful, multi-year engagements with HHS.
With the support of technical colleagues, the Senior Director of Health Capture will leverage Bixal's current HHS portfolio to establish new, trusted relationships with stakeholder communities for long-term positioning at the agency. Candidates must have a deep understanding for and experience promoting services across the practice areas of human-centered design (HCD), product management, digital modernization, and strategic communications.

Responsibilities:
- Prospect, qualify, and mature new HHS contract opportunities that represent transformational growth among Bixal's core capability areas.
- Cultivate sustainable, long-term pipeline of relevant, meaningful, and targeted opportunities.
- Engineer and execute highly methodical capture plans - both driving and/or overseeing major workstreams (client positioning, teaming, pricing, etc).
- Closely partner with technical colleagues to produce differentiated solutions and capture strategies that will result in a winning proposal.
- Conduct first-party outreach to federal buyers to achieve mutual understanding in advance of RFPs.
- Serve as the voice-of-the-customer throughout the proposal preparation process to ensure Bixal approaches are reflective of client's most pressing needs.
- Regularly attend and promote Bixal capabilities and strengths at industry events; identify and support relevant sponsorship or thought leadership opportunities.
- Serve as internal champion for key opportunities within Bixal; evangelize on the topic of proven and systematic federal BD practices.
- Represent the strategic growth function as part of Bixal's leadership team; work in partnership with VP of Strategic Growth to chart Bixal's growth in HHS and the broader federal health sector.
Qualifications:
- Bachelor’s Degree
- At least 10 years serving in a federal Capture function supporting a prominent professional services organization.
- Expert knowledge in one or more of HHS' major OpDivs (CMS, NIH, CDC, etc.) with comprehensive understanding of the broader HHS agency organization and programmatic areas.
- Proven, in-depth experience leading pipeline development, client relationship management, and executing the spectrum of federal capture strategies for HHS-focused organizations.
- Demonstrated success executing the federal BD lifecycle among HHS OpDivs to win Full & Open opportunities with total contract values of $20M or more.
- No less than 5 years representing digital transformation or modern software development solutions.
- Naturally inclined to roll-up-sleeves and directly develop or contribute to necessary artifacts (pitch decks, RFI responses, etc.) that accelerate opportunities through the BD continuum.
- Superior writing and communication skills.
