Position Overview
This position is accountable for providing highly specialized environmental compliance expertise department-wide with the primary focus on developing and implementing the department’s Environmental Management System (EMS). This position is the department’s technical and regulatory expert providing leadership for development, maintenance, advocacy, education, and training for systematic improvements in pollution prevention and chemical waste reduction. This includes development and implementation of associated policy, procedures, best management practices (BMP) and quick reference guides (QRG), knowing and communicating relevant laws and regulations, and offering technical assistance, training, and coordination of effective corrective actions for findings documented in the department’s Environmental Management Information System (EMIS) web application and Environmental Compliance Assessment (ECA) inspections so that compliance concerns are adequately addressed and uniformly applied throughout the department.
Essential Functions
- Directs and implements the department’s EMS program to drive toward and achieve compliance with applicable federal and state regulations related to pollution prevention and chemical waste reduction.
- Actively uses and maintains the web based EMIS. Ensures ECAs are conducted regularly on all facilities and environmental compliance policy and best practice documents are prepared, maintained, and accessible.
- Prepares and updates as necessary departmental policy D&E-30 and its associated EMS manuals and supports the CBO with maintaining departmental policy OPER-04.
- Develops and implements environmental compliance BMPs, QRGs, and training materials consistent with departmental policies in coordination with the BDE, OSHU, and OCC.
- Maintains and updates the department’s EMS SharePoint site in conjunction with the CBO, maintains the EMS program shared email account, and maintains the shared email account for chemical spill and dumping situations.
- Supports the CBO and other bureaus as needed to review and provide expert input on environmental compliance related topics in other procedures, guides, and manuals.
- Provides expertise to the CBO for administering the department’s waste disposal contracts and chemical spills program.
- Monitors and tracks various environmental and compliance permits and regulatory agency notifications.
- Develops and conducts training for the CBO for a variety of environmental compliance topics.
- Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Minimum Qualifications
- Completion of a bachelor’s degree majoring in chemistry, geochemistry, geology, hydrogeology, physics, geophysics, geoscience, geography, earth science
