Job Description

AECOM is seeking an experienced Senior Regulatory Specialist to function as a Subject Matter Expert (SME) in Colorado Energy and Carbon Management Commission (ECMC) oil and gas regulations to provide technical and regulatory leadership for permitting, compliance, remediation, reclamation, and operational activities throughout Colorado. The ideal candidate will possess extensive knowledge of ECMC rules, policies, and regulatory processes pertaining to the upstream oil and gas industry.

Job Description

Regulatory Expertise

  • Serve as an AECOM's expert on Colorado ECMC regulations and implementation procedures.
  • Interpret and communicate regulatory requirements related to:
    • Environmental site investigation
    • Remediation of environmental media
    • Reclamation and regulatory site closure
    • Groundwater protection
    • Waste management
    • Spill response and reporting
  • Monitor regulatory developments and assess impacts to AECOM’s projects.

Compliance Management and Stakeholder Engagement

  • Advise project teams on permitting, compliance obligations, procedural requirements, and regulatory agency inquiries.
  • Conduct regulatory reviews of project plans, reports, and permit applications.
  • Provide regulatory support in development of digital tools (i.e., administrative/management dashboards, project delivery systems, tracking tools, etc.).
  • Develop and conduct compliance audits and assessments that align with ECMC and other regulatory requirements.
  • Support interaction with ECMC, the client, and other stakeholders regarding environmental investigations and remediation activities.
  • Assist with development of site-specific compliance and closure strategies.

Training and Leadership

  • Support the development and delivery of training programs related to Colorado ECMC requirements.
  • Mentor internal staff on regulatory compliance and best practices.
  • Create and maintain internal guidance documents, procedures, and compliance tools.

Qualifications

Minimum Requirements

  • Bachelor's degree in Environmental Science, Environmental Engineering, Geology, or a related technical discipline. and 10 years of experience in environmental regulatory compliance, site assessment, and remediation or demonstrated equivalency of experience and/or education.

Preferred Qualifications

  • Professional Geologist (PG), Professional Engineer (PE), or similar professional credentials.
  • Extensive knowledge of Colorado ECMC rules and regulatory processes.
  • Demonstrated experience working directly with ECMC personnel and regulatory programs.
  • Strong understanding of:
    • Site assessment, remediation, and regulatory closure workflow
    • Environmental compliance requirements
    • Oil and gas operational practices
  • Excellent written, verbal, and presentation skills.
  • Strong analytical and problem-solving abilities.
  • Ability to manage multiple projects and priorities simultaneously.
  • 5+ years of experience in oil and gas industry and 2+ years of experience with Colorado ECMC regulation.
  • Experience preparing and submitting ECMC forms and associated deliverables.
  • Direct involvement with Colorado remediation and reclamation projects for the upstream oil and gas industry.
  • Understanding of federal environmental regulations applicable to oil and gas operations.
