SUMMARY OF POSITION
Responsible for managing the daily operations for the Policy & Compliance Team, ensuring business continuity and a consistent understanding, interpretation, and application of City-wide policies and procedures through consultation, dissemination of informative content, and live/online training.
ESSENTIAL FUNCTIONS

- Conducts systematic, periodic, and comprehensive reviews of existing City policies to determine conformance with local, state and federal laws, legal requirements, memoranda of understanding, and City goals and objectives.
- Recommends policy revisions as needed to ensure compliance. Identifies areas of compliance vulnerability, anticipates, and mitigates potential compliance challenges and develops strategies for risk avoidance and corrective action.
- Develops training and guidance materials.
- Conducts training.
- Monitors and analyzes new and proposed legislation to determine potential impact upon Baltimore City, advises superiors of impact of proposed legislation, including recommendations for ameliorating impact or ensuring compliance with provisions.
- Answers questions from agency HR representatives and staff and provides guidance on a wide variety of HR policies and procedures to facilitate and ensure consistent applications of HR policy and procedures. Oversees compliance training to managers and employees and attends staff meetings as requested. Reviews and maintains training records for supervisors, managers and human resources staff to ensure that mandated training is received and that HR practitioners and managers are receiving on-going training to remain current on HR practices.
- Recommends re-training where appropriate considering attendant circumstances.
- Conducts specialized training as assigned.
- Compiles data for monthly reports and provides analysis of data and findings.
- Researches best practices for policy compliance, evaluates and makes recommendations for process improvements to increase compliance.
- Conducts special investigations into a wide variety of employment-related areas such as employment law; administrative policies, workplace violence, discipline, Title 7, EEO, workplace harassment and other matters as required.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION
Bachelor’s degree in business administration, human resources, public administration or a related field. Employees in this role are encouraged to obtain and maintain professional human resources certification from a nationally recognized organization such as the International Public Management Association for Human Resources (IPMA-HR), Society for Human Resource Management (SHRM) or Human Resources Certification Institute (HRCI).
