The Opportunity:
CACI is looking for a Medical C4I Lead to support the mission of Military Sealift Command (MSC) Health Services including afloat programs onboard hospital ships including management, maintenance, operations, logistics, and engineering services to support the installed Medical Treatment Facility (MTF) network, and other installed DoD networks. The Medical C4I Lead will primarily support the Military Sealift Command (MSC) Military Treatment Facility (MTF) Program Manager as a broad base Subject Matter Expert in Command, Control, Computer, and Communication (C4) systems and should possess strong interpersonal and communication skills as well as a record of accomplishment in successful project execution.
Responsibilities:
Develop and maintain a program level Hospital Ship IT Planning Document that forecasts for no less than 5 years any upgrades, new installations, or modifications to any Information Technology or Communications System.
Support implementation and ongoing maintenance of infrastructure required to surge manpower capacity by 96% (From a crew of 65 to 1,350) in less than 72 hours in support of disaster response operations, while maintaining integrity of protected information and auditing systems.
Act as communications Officer for the Ships for all radio systems and traffic that the Ship processes, and as a member of EKMS team.
Certify all vendor and government information systems are being installed, maintained, and operated in accordance with applicable Security Technical Implementation Guides, Program of Record configurations, or Authority to Operate guidelines.
Review and certification of System Administrative (SA) guidelines, Standard Operating Procedures (SOPs) and Network Architecture diagrams.
Support hardware maintenance/troubleshooting and operating system upgrades for the MTF network systems.
Liaison with, Vendors, DoD, MSC N6x and BUMED IT Programs Office to maintain common configuration elements required for successful operation of the medical applications installed on the MTF network.
Assist with training on MTF operations to new staff embarked including contract and military ADP staff
Plan and manage life cycle management of software and hardware assets.
Assist to design, document, set-up/configure, and troubleshoot Local Area Networks (LANs), to include router and L2/L3 switch configurations, Internet Protocol (IP) assignments, VLAN instantiation, and hardware and software selection and installation.
Provide updates of material and casualty status of these systems to MSC and NIWC customers
**** Position may deploy/embark with the hospital ship for missions, out-of-state Shipyard periods, You must be willing to deploy with the ship as embedded contractor support staff.****
Qualifications:
Required:
15+ years of IT experience, and 10+ of those in the Healthcare IT specialty Possess and maintain a Department of Defense SECRET security clearance.
3+ years of hands-on IT Shipboard related experience
Current Information Assurance (IA) Technical Level II (i.e. GSEC, Security+, SCNP, SSCP) certification
Familiarization with Navy Shipboard environments to include CANES and ISNS Legacy and Medical POR network (MedCOI)
Proficient with Windows 7/10 and Windows Server 2008/2012/2019/2022
The ability to work independently and without supervision.
A willingness to work in an energetic, fast-paced and team environment.
Excellent organization and communication skills.
Ability to deploy or travel on short notice for extended periods of undefined time in support of exercises, meetings, operational or humanitarian disasters.
Understanding of Navy Logistics policies and procedures

Desired:
Certified CISCO Network Associate (CCNA)
Direct onboard experience in Mercy Class hospital ship information system operation, design, troubleshooting, and repair.
Experience in Joint Commission (Formally the Joint Commission on Accreditation of Health Care Organizations), US Navy Board of Inspection and Survey, and DoD Inspector General independent audits of HIPAA compliance and classified material control.
Familiarity with JOMIS operational medicine information systems such as MHS Genesis-Theater, OpMed CDP Theater Medical Information Program | TC2
