Your Role

The Network Strategy team is a team of strategists and provider-facing leaders that are responsible for developing and implementing the BSC Provider Partnerships and Network Management strategy, developing strategic provider partnerships, and driving performance throughout the network.

The Vice President, Network Strategy will report to the Senior Vice President, Provider Partnerships and Network Management.

In this role, you will be responsible for network design and optimization, product strategy (in collaboration with VP, Product & Customer Strategy), payment strategies, incentive-based models for all lines of business, provider engagement and partnership strategies and creating team education and training opportunities across strategy, contracting and network operations.

This role will be responsible for the assessment, selection and engagement of high performing value providers and building strategies for long-term partnerships built on the foundation of collaboration, value-based care, and total cost of care management on technology. Further, the role will require an innovative mindset with a focus on execution, effective communication skills at an executive level, organizational agility in a matrix organization and ability a cross-functional team to drive strong performance and results. The role will work closely with the VP of Network Operations and VP’s of Contracting to execute a comprehensive solution for growth and sustainable partnerships.

Your Work

In this role, you will:

  • Develop a comprehensive network strategy roadmap.
  • Develop and lead a comprehensive, multi‑year network strategy aligned to enterprise goals for affordability, quality, member experience, and growth.
  • Set the strategic direction for provider network design, including adequacy, access, geographic coverage, specialty depth, and differentiated high‑value networks.
  • Identify and prioritize opportunities for network optimization, including performance improvement, cost‑of‑care reduction, and quality enhancement.
  • Evaluate and promote strategic provider partnerships and alternative network models (e.g., centers of excellence, high‑value narrow or tiered networks, accountable care capabilities).
  • Build line‑of‑business‑specific and regional network strategies tailored to unique market conditions, regulatory environments, and product needs.
  • Drive transparency, alignment, and decision‑making with the Executive Leadership Team on major network decisions (e.g., provider additions/terminations, network design decisions, affordability targets).
  • Partner with Finance and HQA leaders to set annual and long‑term affordability targets, effective trend goals, and performance thresholds tied to provider payment.
  • Lead our Pay for Performance and Payment Innovation strategy.
  • Lead the design and execution of a comprehensive enterprise payment strategy across care settings and provider types.
  • Develop and refine pay‑for‑performance (P4P) programs and value‑based care models that drive measurable improvements in affordability, quality, and total cost of care.
  • Ensure payment models are operationally feasible, aligned with industry standards, and seamlessly connected to network design and product strategy.    
  • Lead our Provider Partnerships strategy and (in collaboration with VP, Product) our product development strategy.
  • Establish and oversee an enterprise‑wide provider engagement strategy that creates a differentiated provider experience and strengthens long‑term partnerships.
  • Define a coordinated engagement operating model across Contracting, Provider Relations, Quality, Network Operations, Regional Medical Directors, Behavioral Health, Claims, and other stakeholder teams.
  • Leverage analytics and performance insights to drive transparent, actionable provider performance management.
  • Collaborate closely with the VP of Product & Customer Strategy to build new products and revenue‑generating initiatives in collaboration with qualified strategic provider partners.
  • Co‑create product roadmaps that integrate network capabilities, innovative payment models, and differentiated provider partnerships.
