ProSidian Seeks a Utility Planner / Infrastructure Strategist | Long-Term Utility Planning & System Optimization [PCBOCC0018017] for Program Support on a Exempt 1099 Contract: No Overtime Pay Basis Technical Element located CONUS - Pasco County Across The South East Region supporting Pasco County in enhancing performance, resilience, and sustainability of its water, wastewater, and reclaimed water systems through comprehensive engineering, planning, environmental, and digital transformation services..
Seeking Utility Planner / Infrastructure Strategist candidates with relevant Energy, Sustainability & Infrastructure Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Energy, Sustainability & Infrastructure Sector Clients such as PCBOCC. This is a Technical Element or Contract W-2 (IRS-1099) Long-Term Utility Planning & System Optimization Functional Area Professional - Planning, Permitting, and Project Management Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

Provide services and support as a Planning, Permitting, and Project Management (Utility Planner / Infrastructure Strategist) in the Energy, Sustainability & Infrastructure Industry Sector focusing on Environmental Services Solutions for clients such as Pasco County Board of County Commissioners (PCBOCC) | Pasco County Utilities Generally Located In CONUS - Pasco County and across the South East Region (Of Country/World).
RESPONSIBILITIES AND DUTIES - Utility Planner / Infrastructure Strategist | Long-Term Utility Planning & System Optimization [PCBOCC0018017]
- Develop long-term utility plans to align with growth, sustainability, and regulatory priorities. Evaluate service capacity, infrastructure needs, and optimize resource allocation.Contribute to Septic-to-Sewer and master planning efforts.
Qualifications
Desired Qualifications For Utility Planner / Infrastructure Strategist | Long-Term Utility Planning & System Optimization [PCBOCC0018017] (PCBOCC0018017) Candidates:
- Bachelor’s in Urban Planning, Engineering, or Public Policy; AICP or PMP preferred.
Education / Experience Requirements / Qualifications
- 5–8 years in utility infrastructure planning and strategy development.
Skills Required
- Strategic analysis, utility system modeling, capital planning, policy integration.
Competencies Required
- Big-picture thinking, stakeholder engagement, forecasting, interagency coordination.
