- Project Management Expertise: Proven ability to manage complex IT projects, especially transitions, with a strong understanding of methodologies like PMBOK, Agile, and ITIL.
- Contract Knowledge: In-depth understanding of government contracts, including terms, deliverables, performance metrics, and compliance with FAR and other guidelines.
- Technical Acumen: Solid expertise in IT systems, infrastructure, and services, with the ability to assess technical requirements and align them with contract goals.
- Stakeholder Management: Strong communication skills to collaborate effectively with stakeholders, address concerns, and maintain positive relationships.
- Risk Mitigation: Skilled in identifying transition-related risks, developing contingency plans, and implementing risk mitigation strategies.
- Financial Oversight: Proficient in budget management, tracking expenses, allocating resources, and monitoring financial aspects of transitions to ensure cost-effectiveness.
- Change Management: Experienced in guiding organizational change during transitions and ensuring minimal disruption to operations.
- Team Leadership: Adept at leading cross-functional teams, motivating team members, and resolving conflicts.
- Documentation and Reporting: Capable of maintaining accurate records of transition activities and providing regular progress updates to stakeholders.
- Quality Assurance: Ensures compliance with quality standards and contractual requirements while monitoring service delivery and performance.
- Vendor Coordination: Experienced in collaborating with subcontractors and vendors to meet objectives and ensure timely delivery of services.
- Adaptability and Problem-Solving: Demonstrates the ability to handle unexpected challenges, adapt to changing circumstances, and solve complex problems creatively.
REQUIRED QUALIFICATIONS
- A Bachelor’s Degree in a relevant field (such as computer science, information technology, or business administration)
- Project Management Institute certification or equivalent certification (PMP, ITIL etc.)
- 5 to 8 years’ experience in managing large-scale IT projects or contracts, preferably in a government or federal context.
Overview
We are seeking a Transition Manager to join our team supporting the United States Senate, Washington DC.
This program provides comprehensive services for Local Area Networks (LANs) and Wide Area Networks (WANs), supporting around roughly 12,000 users. The program covers the acquisition, delivery, configuration, integration, and upgrade of IT products, along with installation and on-site maintenance, including help desk services. Additional support includes hardware delivery, moves, upgrades in state offices, and technical assistance for systems, ensuring efficient, secure, and up-to-date IT infrastructure.
The Transition Manager is responsible for planning, coordinating, and executing the seamless transition of IT services, infrastructure, or systems during organizational changes such as new contract onboarding, technology upgrades, or service migrations. This role ensures minimal disruption to operations while meeting project timelines, budgets, and quality standards. Key responsibilities include developing comprehensive transition plans, managing stakeholder communication, coordinating with technical teams, and ensuring compliance with contractual and regulatory requirements. The IT Transition Manager must have strong project management skills, expertise in IT systems and service delivery, and the ability to resolve complex challenges while maintaining alignment with organizational objectives. Effective leadership and communication are critical to successfully navigating the transition process and achieving operational readiness.
