Agency Description

The Office of Emergency Management (OEM) leads a collaborative emergency management program that engages the public, all levels of government, non-profit organizations, and the private sector to prepare and plan for emergencies and disasters. Through an integrated emergency management program, OEM works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and resources to support the overall preparedness of the City of Philadelphia.

All OEM personnel must be City residents within six months of hire and are required to serve periodically in an on-call capacity on field response teams. OEM staff also periodically work during non-business hours for extended periods of time, as needed in a field environment, and during activations of Philadelphia’s Emergency Operations Center (EOC).

Job Description

Position Summary

OEM is seeking a Training and Exercise Coordinator. Candidates for this position should possess a strong desire to work in a team-oriented, fast-paced, professional public safety environment, and a willingness to serve the public in the sixth largest city in the nation. The Training and Exercise Coordinator reports to the Training & Exercise Program Manager.  The successful candidate for this position will demonstrate the capacity to manage multiple complex projects simultaneously, think and communicate clearly, develop, and maintain professional interpersonal relationships, and is self-motivated, inquisitive, and adept at working with diverse groups.

The Training and Exercise Coordinator is responsible for supporting the development and delivery of training opportunities for OEM staff and Emergency Management partners so they have the appropriate knowledge, skills, and abilities to prepare for, respond to, and recover from complex events and emergencies.

Essential Functions

Under the direction of the Training & Exercise Program Manager, the Training and Exercise Coordinator is responsible for a range of activities including, but not limited to the following:

  • Training Information Management
    • Maintain a public calendar of training opportunities hosted by OEM and our partners.
    • Share available training opportunities to OEM Staff and EM partners and provide necessary information about the sessions
    • Maintain updated database of available curriculum
    • Maintain updated database of training records
  • Training & Exercises Plan Support
    • Support the development of the annual Training & Exercises Plan (TEP)
    • Help plan the annual TEP Workshop
  • Training Delivery Support
    • Setup and prepare for trainings hosted by OEM
    • Provide participants with the information they need to successfully participate in the training sessions
    • Gather feedback from training participants
    • Prepare educational materials for training sessions
  • Internship Program
    • Solicit OEM staff for internship projects and opportunities
    • Recruit intern applicants
    • Screen intern applicants
    • Schedule and facilitate internship interviews in coordination with intern mentors
    • Onboard and orient new interns
    • Plan and manage activities and educational opportunities for internship participants
  • Training Design
    • Collaborate with emergency management staff and partners to identify opportunities where locally developed training may help fill knowledge gaps
    • Coordinate with stakeholders to develop Philadelphia specific emerg
