About the role

Overview

Planned Systems International (PSI) is currently seeking a Technical Project Manager will directly oversee and lead execution of software development projects at the Department of Veteran Affairs (VA). They will directly assist a VA government product manager with third-party developer oversight, scope management, change management, configuration control, risk mitigation, release allocation, deliverable schedules, and adherence to VA policies. Ideal candidates will have extensive experience leading Agile development teams.

Essential Functions and Job Responsibilities

  • Coordinate with the VA Product Manager on a regular cadence to address needs, reprioritize work as needed, gain guidance, and adjust tasks / assignments as required for Benefits Integrated Platform (BIP).
  • Directly manage software development and sustainment activities for a specific product or technology solution within the VA Product Line.
  • Serve as the main liaison between the VA Product Line Manager, Product Managers, business customers, and third-party software developers.
  • Perform Technical Management of the following:
    • Agile requirements planning and management
    • Architecture and design
    • Security requirements
    • Release management
    • Product management
    • Strategic planning and analysis support
    • Federal budgeting, financial planning, and acquisition support
    • Change management
    • Configuration management - participate in formal change and configuration management process to validate adherence to established processes and identify configuration issues.
  • Develop and execute detailed project plans, including scope, schedule, budget, resources, and risk management strategies.
  • Evaluate project schedules and developer resource allocations and provide recommendations to VA clients for adjustments or improvements. Provide input and evaluation of resource cost estimates.
  • Perform risk management planning, tracking, and analysis, monitor project progress and address any issues or risks that arise.
  • Research and report Product information and enter same into the VA Product Line & Accountability Reporting System (PARS), VASI, and other VA systems (PWS 5.3.12).
  • Perform Jira administration tasks, specifically the management of requirements, work items, risks, and project documentation in the designated Jira and Confluence repositories.
  • Develop and maintain holistic knowledge of the project and its stakeholders to support answering information requests and communication requirements with internal and external stakeholders to ensure project requirements are understood and met.
  • Track, analyze, and coordinate multiple development efforts using PMI and CMMI principles.
  • Define project objectives, deliverables, and success criteria in collaboration with stakeholders.
  • Oversee all phases of the project lifecycle, from initiation to closure.
  • Oversee standard project management tasks for the acquisition, development, modification, enhancement, deployment and/or decommissioning of software products or services, to include Commercial off the Shelf (COTS) products, Low Code/No Code solutions, and custom-developed VA applications.
  • Facilitate cross-functional and cross-team planning sessions to integrate development activities.
  • Provide input on testing strategies, plans and scenarios.
  • Support efforts to conform with quantitative and qualitative SLAs, VA policies, and external directives
  • Provide advocacy oversight for adherence and implementation of Section 508 requirements.
  • Serve as a key integration between internal and external teams to facilitate coordination of tasks and activities by developing and maintaining relationships with representatives from applicable groups and dependencies.
  • Support the government with the development of high-quality responses to external and internal communication requests in the form of PowerPoint presentations/slides, executive summaries, email correspondence, white papers, reports, and spreadsheets.
  • Convert data and information provided by technical subject matter experts into executive-level “laymen’s terms.”
  • Prepare and present regular reports on project status, risks, and outcomes to senior management.
  • Conduct regular project reviews and audits to ensure compliance with best practices and organizational policies.
  • Identify opportunities for process improvements and implement best practices.
  • Conduct research on special topics and recommend solutions to government clients.
  • Stay up to date with VA policy, industry trends, and advancements in program management and software development.
