We are seeking a highly skilled Technical Program Manager to join our Office of the Chief Information Officer (CIO). This role is pivotal in driving operational excellence within our Information Technology department, focusing on business analysis, project management, workforce readiness, implementation of IT initiatives, and stakeholder management. The Technical Program Manager will collaborate closely with the CIO and other senior leaders to ensure strategic alignment, efficient operations, and successful delivery of IT projects and services.  This role will also provide project management services. Deliverables will include project plans, risk assessments, progress reports, and other artifacts of project management, as appropriate. This role will be responsible for overseeing and coordinating various projects within the organization while ensuring alignment with the organization's strategic objectives.

What You'll Do

  • Develop and manage program plans, including scope, schedule, and budget.
  • Lead and oversee the planning, execution, and delivery of projects within the Office of the CIO, ensuring adherence to timelines, budgets, and quality standards.
  • Monitor and track program progress, identifying and resolving issues as they arise.
  • Communicate program status, risks, and issues to stakeholders and senior management.
  • Lead program meetings and provide regular updates to team members and stakeholders.
  • Ensure that all projects within the program are delivered on time, within scope, and within budget.
  • Manage relationships with internal and external stakeholders.
  • Implement and maintain best practices and methodologies in program management.
  • Conduct post-program evaluations to assess outcomes and identify areas for improvement.
  • Provide leadership and guidance to direct team and cross functional team members.
  • Establish and maintain operational standards, policies, and procedures to optimize efficiency and service delivery.
  • Conduct thorough business analysis to identify IT opportunities and challenges aligned with organizational goals.
  • Develop strategic recommendations and roadmaps to optimize IT operations and enhance business outcomes.
  • Develop and implement training programs and professional development initiatives to enhance team capabilities.
  • Drive the implementation of IT initiatives, ensuring smooth transitions and minimal disruption to business operations.
  • Develop change management strategies to facilitate adoption and integration of new technologies and processes. Partner with cross functional Change Management leadership to execute.
  • Build and maintain strong relationships with internal stakeholders, including senior management, department heads, and end-users.
  • Collaborate effectively with cross-functional teams to understand business requirements and priorities.
  • Monitor key performance indicators (KPIs) and metrics to drive continuous improvement initiatives.
  • Manage vendor relationships and contracts to ensure compliance with service level agreements (SLAs) and deliverables.
  • Negotiate contracts and agreements to achieve cost-effective solutions and maximize value for the organization.

What You'll Bring

  • 10+ years of experience in a senior technical operations, with a focus on business analysis and project management.
  • Strong understanding of project management methodologies (e.g., Agile, Waterfall).
  • Proven track record of successfully managing multiple complex projects simultaneously from initiation to closure.
  • Proficiency in project management software (e.g., MS Project, JIRA, Trello).
  • Excellent leadership, communication, and interpersonal skills, with the ability to influence and collaborate effectively at all levels of the organization.
  • Strong problem-solving and decision-making abilities, with a strategic mindset.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Strong organizational and time management skills.
