Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a purpose-driven, initiative-taking individual with a strong understanding of tax incentive programs to administer the Angel Investment Tax Credit Program, Illinois New Markets Tax Credit Program, and support other tax incentive initiatives housed in DCEO’s Office of Entrepreneurship, Innovation & Technology (EIT). This includes following detailed federal and state rules and tracking and reviewing applications through the program’s lifecycle. EIT is dedicated to helping small businesses launch, grow and thrive. The Angel Investment program encourages investments in innovative, early-stage companies by providing investors with tax credits for their investments. The New Market’s Tax Credit Program helps generate capital for businesses in distressed communities. This position would cultivate, manage, and leverage networks and services to elevate Illinois’ numerous community development entities (CDEs) and innovative, early-stage small businesses. Essential Functions

  • Serves as Tax Incentive Program Manager.
  • Provides direction to program participants via phone or on-site meetings, explains tax credit application process, record keeping, eligibility and credit requirements.
  • Serves as working supervisor.
  • Reviews and consults with the Assistant Deputy Director on the feasibility and implications of proposed policies and new or proposed program changes to enhance and expand the outreach of tax credit programs.
  • Researches and summarizes tax credit programs, statutes and related legislation to develop program guides and presentation materials for the Assistant Deputy Director’s utilization for marketing tax credit programs.
  • Provides technical support of inactive EIT tax incentive programs, such as audit responses and stakeholder inquiries.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

Requires two (2) years of responsible administrative experience in a public or business organization.
