Position Summary Description

Supervises the System Operators and provides the leadership and supervision necessary for supplying safe, reliable, and economical power to the member cooperatives through optimum control of available generation and operation of transmission facilities in accordance with NERC and FRCC (or successor organizations) operating standards and criteria and in compliance with the FERC code of conduct. 


Essential Functions

General:

  • Stays abreast of and complies with all NERC reliability standards applicable to System Operations
  • Supervises and directs work of the System Operators in accordance with SECI Practices, Policies and Procedures.  
  • Actively participates in the interviewing and hiring of System Operator and Associate System Operator applicants.
  • Actively participates in the development, implementation of training and qualification of System Operator positions. 
  • Provides a safe and productive work environment for team members congruent with Seminole’s desired culture and in full support of Seminole’s purpose, core values, core competencies and organizational goals.
  • Establishes and maintains a work schedule for System Operators to assure appropriate staffing coverage to meet System Operations requirements and ensuring compliance with NERC Standards. 
  • Coordinates with and supports System Operations Trainer in developing and implementing annual training plans for System Operators that ensure the development of competent, qualified personnel in accordance with NERC/FRCC standards.  
  • Maintains familiarity of current industry power system metering practices, system protection, demand and energy accounting procedures and the use of SCADA systems for power system control.   
  • Acts personally, and directs the actions of others, in taking actions necessary in emergency conditions to maintain the security of the interconnected grid and Seminole facilities.  Such action may include interruption of firm customer loads.
  • Submits preliminary reports on system disturbances to FRCC, NERC and DOE in accordance with reporting requirements.
  • Performs NERC Compliance Program roles if/as designated in Seminole’s Standard Ownership Matrix (SOM) including ongoing evidence retention in “audit-ready” form as applicable and directed.  You should also be familiar with Seminole’s Enterprise Internal Compliance Program (ENT-GCD-RGC-EP-054) to further your understanding of Seminole’s compliance program and the context of your duties and responsibilities attendant to your designation in the SOM.
  • Performs other duties as applicable to the position or as assigned.

Balancing functions including, but not limited to:

  • Supervises and provides work direction to System Operators ensuring all generating units and purchase power contract resources are operated such that Seminole’s responsibilities to the interconnected grid and transmission providers are fulfilled in accordance with NERC and FRCC standards.
  • Ensures compliance with Generation to load balance in accordance with principles of economic dispatch, SEC procedures and NERC reliability standards.
  • Ensures compliance with NERC Control Performance and Disturbance standards.
  • Supervises staff’s implementation of load management tools in accordance with pre-determined strategies.
  • Supervises staff on the development of estimates of fuel requirements and provides such to the appropriate parties assuring adequate fuel availability
  • Reviews actual load levels and resources status for the present day and consults with Operations Planning staff on revisions. 
  • Supervises System Operator staff on the development of power supply cost estimates to be used for interchange sales and purchases, consistent with existing interchange contracts and the approved resource plan and in accordance with Seminole's FERC Standards of Conduct.

Interchange functions including, but not limited to:

  • Acts in compliance with FERC Standards of Conduct
  • Supervises System Operator staff to ensure interchange transactions are appropriately tagged, reviewed and approved in accordance with NERC reliability standards and NAESB Business practices. 
  • Supervises System Operator staff to ensure transmission service reservations (TSR’s) are submitted and approved on OASIS in accordance with NERC reliability standards and NAESB Business practices. 
  • Supervises System Operator staff to ensure inadvertent energy accounts are kept in balance according to NERC reliability standards and FRCC criteria.
  • Supervises System Operator staff to ensure frequency and time error correction schedules are implemented and documented in conformance with NERC reliability standards.
