General Summary:

This position will be responsible for the management of federal, state, and local grant applications. This will include performing research, analyses, and evaluations relating to grant programs for determination of potential sources of federal/state/local funding opportunities. Will assist in proposal writing and has responsibility for submission of proposals or grant applications through the proper channels. Responsible for compliance including financial and status reports, assisting with audits, and communication with officials. Creates draft departmental policies and standard operating procedures as needed.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Researches grant programs for management and makes recommendations based on the research.
  • Submits proposals and grant applications for funding to appropriate Local/State/Federal agencies.
  • Conducts compliance reviews, as directed, to ensure project compliance with Federal/State regulations and policies.
  • Establishes and maintains official grant records in DARTs legacy software system.
  • Coordinates internal and external audits/reviews impacting the departments grants function.
  • Works with internal and external clients on resolving day-to-day grant issues.
  • Evaluates current procedures to ensure validity, edits as required to ensure currency, and prepares written recommendations to increase efficiencies.
  • Prepares a variety of reports for management review such as performance, activities, status, etc.
  • Responsible for documentation of grant process flows and developing Standard Operating Procedures (SOPs) for all grant procedures.
  • Performs privatization analyses according to DARTs enabling legislation and applicable policies/procedures.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Business Administration, Finance or other related field.
  • Six (6) years progressively responsible experience in grants management, accounting, finance, or related field.
  • Proficiency with personal computers, mainframe, client server, and software applications such as Word, Excel, and PowerPoint.
  • Ability to demonstrate a fiduciary obligation to division, department, and DART in handling materials and information of a confidential nature.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
