Task requirements Unit Role: Develop and Direct Army strategy, aligned to Defence policy. Lead risk and performance management and H2A. Drive TLB strategic coherencePosition Role: This data oriented staff role has a dual purpose:
i. Supporting the Defence HRS programme with practitioner KSE during its discovery phase and
ii. delivering solutions to known structural issues in the Army TLBs positional data. While the latter will be mitigating immediate strategic risk for the Army, the improved data quality will benefit the Army, specifically Def HRS when the TLB’s data is migrated across in due course.
The role requires deep knowledge of Establishments, positional data and best practice in establishment management using SLIM and JPA to deliver the changes required across a range of branches, arms, groups and individual positions.
It also offers the opportunity to influence Defences next generation HR management system for years to come.
Responsibilities:
1.Enabling Pj VICTORIA by managing the synchronisation of SLIM and JPA to minimise manual processes to deliver this project. Working in sync with Cap Org Med and APC, batch process the assignments at the optimum level to minimise individual SP and unit disruption to ensure completion by 31 Jan 25.
2. Audit and update positional data requiring DBS and national security vetting to ensure it complies with AGAI 119 (DBS checks) and the latest DIN on NSV. This will enable APC assignment process and unit level management to restart using DBS checks that meet devolved nations specifications and the correct NSV tagging of all positions.
3. Audit current ranks, titles and other positiona data lables to identify gender bias; seek direction from Heads of Professions and update the values in SLIM and JPA in keeping with Atherton Report requriements.
4. Represent the Armys Strategic Workforce Planning current ‘Estbs’ business architecture to support Def HRS programmes ‘future systems modules’ KUR design and assumptions are based on accurate information.
5. Develop a series of high level OBIEE reports and dashboards to better answer WfR RFIs at all levels including Min. level queries, PQs etc
Domestic Considerations: Andover based role with the requirement to be in the office 3 days per week. Occasional travel (London / Glasgow / Gosport) to attend programme and stakeholder meetings. make 2-3 dpw on site a reality. V limited travel and overnight duty may be required. Essential competencies 1. Extensive staff experience required. (J1/J5 at 1* or higher)
2. IT: Extensive People related MIS KSE; OBIEE Report wrting and Data presentation skills
3. Stakeholder management / Communication skills - facing off to HLBs and BLBs across the Army. The ability to communicate clearly and manage multiple stakeholders with variable KSE, adhere to the finer points of establishment policy are key to the success of this post.
