Site Lead/Material Coordinator

Contract Site Lead is a managerial position that provides overall management, supervision, and coordination of the daily production at all locations and shall act as the local point of contact with the Government. This role is crucial for ensuring safety, environmental compliance, and smooth operations.

Duties/Responsibilities:
• Operational Oversight: Managing the day-to-day hazmat operations, which includes inventory, storage, distribution, and disposal. They ensure that all processes from "cradle to grave" are compliant with regulations.
• Regulatory Compliance: Have proven experience with and current knowledge of Occupational Safety and Health Administration (OSHA) and DoD Hazardous Communications (HAZCOM) Standards, Environmental Compliance including Emergency Planning and Community Right to Know Act (EPCRA), the P2 Act, DoD policy, Executive Orders, and other Federal, State and local Environmental, Safety and Occupational Health (ESOH) regulations.
• The employee shall comply with CHRIMP procedures and Pollution Prevention (P2) mandates. The contractor shall support and perform the full range of HAZMAT requirements
• Team Leadership: Supervising and directing a team of hazmat technicians and personnel. This involves scheduling, training, and ensuring the team operates efficiently and safely.
• Government Liaison: Acting as the primary point of contact between the contractor and the government's representatives, such as the Contracting Officer's Representative (COR). The lead is responsible for resolving issues and providing regular updates.
• Documentation and Reporting: Maintaining accurate records of all hazmat activities, including material tracking, safety data sheets (SDS), and waste manifests. They also prepare and submit required reports to the government.
• Emergency Response: Being prepared to respond to hazmat emergencies or spills, often within a short timeframe, and coordinating with base emergency services as needed.
• Travel may be required between sites within the NDW region.

Preferred Qualification:
• Experience with and current knowledge of Occupational Safety and Health Administration (OSHA) and DoD Hazardous Communications (HAZCOM) Standards, Environmental Compliance including Emergency Planning and Community Right to Know Act (EPCRA), the P2 Act, DoD policy, Executive Orders, and other Federal, State and local Environmental, Safety and Occupational Health (ESOH) regulations.
• Must have the skill and knowledge to recognize HAZMAT shipments, have training and certification to
complete shipping papers and properly placard the vehicle. The contractor must be knowledgeable of 49 CFR and other related documents that are required to certify in accordance with 49 CFR. Must understand the packing labels.
• Provide complete supply chain management support
• Use GDS (to include current and future capabilities) to perform cradle-to-grave HAZMAT management, receipt storage (to include shelf-life management), and issue of HAZMAT; material segregation by compatibility and Safety Data Sheets (SDS), to perform material management tracking.
• Maintain Government-approved Authorized User (customer) and AUL (products) lists in GDS.
• Ensure continual ESOH compliant HAZMAT management IAW ISO 14001 Standards.
• Perform tracking of empty and partial containers and update GDS database accordingly.
• Perform special projects that are within the scope of the PWS requirements as requested by the customer.
