We are seeking a qualified Sensitive Support Activities SME in Arlington, VA.   

Position Description:

This is a great opportunity to provide Policy, Administrative, and Technical Support to the Office of the Secretary of Defense Intelligence & Security’s (OUSD(I&S) Counterintelligence, Law Enforcement & Security (CL&S) Directorate.  You will support, review, analyze, develop, and implement OUSD(I&S) responsibilities for national and Department of Defense (DoD) policy, guidance, and training as they pertain to defense security matters.  You will recommend properly overseeing DoD Counterintelligence (CI), Law Enforcement (LE) & Security activities.  Provide expertise on national security policy and strategy concerning OSD and the Military Departments and how such policy and strategy interface throughout the larger Intelligence, national security, and related CI, LE, and security communities. Also, provide experience-based, value-added operational perspective on intelligence and security to senior policy decision-makers while ensuring coordination with policy, legal, and operational counterparts.

MUST HAVE AN ACTIVE TS/SCI CLEARANCE

Responsibilities and Duties:  

  • Serves as a policy analyst and Subject Matter Expert in the Counterintelligence and Law Enforcement Directorate, Director of Defense Intelligence for Counterintelligence, Law Enforcement, and Security, Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) 
  • Prepares OSD-level staff packages for the USD(I&S) on matters pertaining to Sensitive Support and sensitive security applications for intelligence, Special Operations, acquisition, and operations in cyberspace 
  • Coordinates, manages and provides oversight to DoD Component activities employing Sensitive Support to ensure statutory and policy compliance and requisite degrees of effectiveness 
  • Plan, coordinate, and facilitate OUSD(I&S)-directed program Oversight Reviews of the DoD Components for USD(I&S) leadership and staff 
  • Collaborates with senior staff within the Intelligence Community (IC), OSD, Joint Staff, Military Services, Combatant Commands, Combat Support Agencies, and other non-Defense Federal Departments and Agencies on policy-related matters 
  • Prepares reports, briefings, senior-level correspondence, and staff action packages in support of OUSD(I&S) requirements 

Required Qualifications and Skills: 

  • Bachelor's Degree or equivalent experience
  • Ten years of relevant work experience with three years of experience with policy development & coordination.
  • Staffing processes & procedures as conducted within OSD, the Joint Staff, Military Departments, Defense Activities, and DoD Field Activities.

Desired Qualifications and Skills: 

  • Master’s Degree 
  • Should understand interactions with the Executive Office of the President, Congress, the Office of the Director of National Intelligence, the Intelligence Community, and other U.S. Government entities. 
  • Three years’ experience researching and providing analysis of DoD and Component policies and directives, requirements, and resources to resolve complex Issues. 
  • Comfortable with and able to communicate logically and coherently with senior-level DoD executives. 
  • Proficiency in providing administrative support and a thorough knowledge of computer-related software, including Microsoft Office (e.g., Word, Excel, PowerPoint, etc.).
