General Summary
The Programme Management and Risk Office (PMRO) Sr. Specialist supports the programme management, contract, and risk management functions of Chemonics UK, supporting proposal teams, project management teams and project field teams to provide cost-effective programme delivery.
The Sr. Specialist is responsible for supporting the PMRO team in all matters related to, but not limited to, project support including contractual management, procurement, knowledge management, risk management, systems adaptation, grants/funds management, MEL and corporate compliance. The Sr. Specialist will participate in drafting, reviewing and shaping of applicable policies, procedures, and resources to ensure they are conducive to cost-effective and responsible project design and delivery.

Principal Duties and Responsibilities (Essential Functions)
Programme Delivery
- In conjunction with the PMRO team, reviews, analyzes, and evaluates project management processes and tools and existing project performance systems to determine functionality and relevance for the UK client base.
- Contributes to recommendations for programme management policy and/or practice improvement based on FCDO requirements and practices, and supports change/improvement initiatives across division.
- Supports and manages client and corporate compliance requirements for Chemonics UK, including internal and external reporting as needed.
- Supports project teams and project field teams to identify risks at the project level, establish targeted approaches to mitigate risks, coordinate head office assignments to implement risk mitigation measures, and identify and then coordinate with stakeholders to implement needed updates to policies and procedures related to risk management.
- Supports and/or leads annual code of conduct declaration reporting process and platform management, including liaising with PMUs and support divisions as needed to adhere to FCDO requirements.
Contracts and Compliance
- Promotes a strong knowledge-culture of sound contract and risk management practices aligned with corporate policies, procedures, and best practices and client regulations and expectations.
- Provides expertise to funds management practices including establishing templates, policies, and processes to maintain and develop good funds management practices for projects.
- Supports and/or leads in conducting independent, objective and thorough reviews of contractually-binding documents to ensure compliance with corporate policies and procedures and client regulations.
- Supports and/or leads in reviewing Invitation to Tender (ITTs) to provide proposal teams with guidance on contract and risk management.
- Negotiates contracts and subcontracts for the UKD under the supervision of the Centre of Excellence Director.
- Provides quality management in contract and risk management by ensuring contractual reviews and relevant material on the Chemonics UK share-point site are useful and compliant with Chemonics UK policies and procedures and client’s regulations and expectations.
- Contributes to the continual improvement process for contract and risk management by developing, refining, and adapting policies, procedures, resources, and quality standards to meet evolving client or corporate requirements.
