Role Summary

MetaPhase is seeking a Senior Program Manager with experience leading enterprise-level website development and IT support services programs for the federal government with a focus on legacy systems modernization. This includes oversight, hands-on leadership, and client engagement of various projects and initiatives focused on design, development, integration, and operations of internal and external-facing web applications and mission-critical IT systems. The Senior Program Manager will be a member of the senior leadership team within the Federal Civilian Market of Metaphase and is expected to lead by example, exemplify our core values, and continue to evaluate and optimize program performance.

What You Will Be Doing

As a Senior Program Manager, you will be responsible for collaborating with government clients and corporate leadership in shaping the strategic direction of the program and managing customer relationships. At the discretion of Metaphase leadership, you may serve as the primary decision maker for the program. A Senior Program Manager is a people manager, leader and mentor that effectively manages team members in support of delivery success. You will have an advanced ability to employ structured project management/process methodologies in order to meet scope, schedule and budget requirements. You will successfully lead through direct reports, and effectively communicate and execute against program and organizational objectives. A Program Manager must exhibit strong communication skills, with the ability to lead and resolve conflict in order to meet revenue goals, while ensuring contractual compliance. Primary expectations of a Program Manager include: 

• Develops and maintains regular status reporting to include weekly status reports, program management reviews, monthly financial reports, staffing plans, and any additional reports requested by the customer.
• Experienced in the ability to manage all aspects of program performance (i.e. technical, contractual, administrative, financial) and coordinating program activities across multiple projects
• Manages planned contract revenue, billable utilization, and gross margin achievement
• Exhibits stakeholder management skills, with the ability to develop and maintain strong customer relationships, while serving as a trusted partner, and advises customers on strategic vision and direction
• Manages contractual obligations and oversees and manages output of sub-contracting partners
• Manages project activities and ensure they are compliant, completed on time, and within budget within a highly complex environment
• Recognizes issues and conflicts and problem solves solutions, strategically turning barriers into opportunities.
• Advanced ability to partner with practice and growth leaders to identify and drive organic and new growth opportunities, develop strategic program plans that benefit the organization over the long term, and identify program risks, implementing mitigation techniques in a timely manner.
• Adherence and in-depth understanding of ISO and CMMI quality standards
• Responsible for hiring, performance management, timecard reviews, PTO management and team development

What We Need From You (Required)

• Minimum of ten (10) years of experience in program management leadership of an enterprise-level ($50M TCV+) web application design and development, and IT support services contract for the federal government
• Previous experience managing enterprise mission-critical program with a broad spectrum of stakeholders
• Previous experience managing a multi-vendor team of 50-100+ FTEs across various workstreams and initiatives, with multiple client oversight
