Job Summary

TYLin is seeking a skilled Senior Program Coordinator to support MaineDOT's Property Office and Contracts Program. This role involves coordinating Right of Way (ROW) mapping development and quality control, as well as assisting in the implementation of the Oman Estimating System (OES) for project cost estimation. The successful candidate will work closely with MaineDOT personnel, consultants, and project managers to ensure efficient ROW mapping processes and the development of a standardized estimating manual.

Responsibilities & Qualifications

What You’ll Do:

Your role with us will include but not be limited to:

Right of Way (ROW) Mapping Coordination:

  • Review services performed by consultant ROW mappers for billing approval.

  • Assess project schedules and impacts on ROW mapper resources, setting priorities accordingly.

  • Coordinate meetings with Program Managers and Project Managers to align on ROW mapping priorities.

  • Conduct quality control reviews of existing condition ROW plans and final ROW plans.

Estimating System Development & Implementation:

  • Assist in the development of the MaineDOT estimating manual utilizing the Oman Estimating System (OES).

  • Define standard formats for project quantity inputs into the Oman system.

  • Develop training PowerPoint materials for system implementation.

  • Ensure coordination between the OES system and AASHTOware Preconstruction.

  • Collaborate with program bid book developers to maintain compatibility of all OES inputs.

  • Work with the Estimating Working Group to finalize and train MaineDOT personnel on the OES estimating system.

Invoicing & Documentation:

  • Utilize Work Identification Numbers (WIN) for invoicing and tracking services.

  • General ROW mapping services billed under an Admin WIN.

  • Specific ROW mapping projects billed under project-specific WINs.

  • OES estimating system work billed in phases according to MaineDOT guidelines.

  • Maintain and manage all project documents in PDF, Excel, or Word formats.

  • Access and update project schedules within MaineDOT systems (e.g., ProjEx).

What You’ll Bring:

  • Experience in right-of-way mapping coordination and quality control.

  • Knowledge of cost estimation processes and estimating software (e.g., Oman Estimating System, AASHTOware Preconstruction).

  • Strong project management and coordination skills, with the ability to set priorities and manage multiple projects.

  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and document management systems.

  • Experience working with state transportation agencies, particularly MaineDOT, is preferred.

Preferred Qualifications:

  • Familiarity with Work Identification Numbers (WIN) and MaineDOT invoicing processes.

  • Experience conducting training sessions and developing training materials.

  • Strong communication and stakeholder coordination skills.
