Your day-to-day work will include:

The Senior Program Analyst will support the Office of the Chief Financial Officer, Strategic Investments Division (OCFO SID) EVM Program Exec.

• Serve as subject matter expert for all aspects of Earned Value Management (EVM), including establishing and maintaining a Performance Measurement Baseline (PMB), proper administration of management reserve, and all requirements associated with meeting the EIA-748 EVMS guidelines and EVM best practices.
• Must be knowledgeable of product-oriented Work Breakdown Structures (WBS) and able to advise projects on how to best structure their WBS and Integrated Master Schedule (IMS) to facilitate EVM integration and rollup.
• Maintains a thorough understanding of the schedule critical path and performs related analysis, which may require projections, analysis of requirements, and data analysis.
• Must have experience supporting and/or facilitating Integrated Baseline Reviews (IBRs) EVMS Surveillance Reviews, possess a strong working knowledge of EIA-748, and be familiar with all EVM processes and principles.
• Support programs and projects with the integration of EVM data into NASA’s annual PPBE process.
• Lead IBR’s, EVM Surveillance, Schedule Deep Dives.
• Serve as SME for all aspects of Project/Program, Integrated Planning, and Scheduling.
• Perform Monte Carlo Simulations of Project Schedules.

EXPERIENCE REQUIREMENTS:

• NASA experience preferred.
• Desired 15+ years combined PP&C experience.
• Advanced user of Microsoft Office tools, including Excel, PowerPoint, Word, etc.
• Experience using software such as MS Project, Primavera P6, and Acumen Fuse,
• Empower/wInisght, Cobra, SharePoint, and Excel
• Project Management Professional (PMP) certification or other related certifications desirable
• Membership with the Project Management Institute (PMI) and/or the College of Performance Management (CPM) is a plus.

ADDITIONAL REQUIREMENTS:

• Work Environment- Generally an office environment but can involve inside or outside work depending on task.
• Physical Requirements- Work may involve sitting or standing for extended periods of time). May require lifting and carrying up to 10 lbs. (5% of time).
• Equipment and Machines- Standard office equipment (PC, telephone, printer, etc.).
• Attendance- Regular attendance in accordance with the established work schedule is critical. Ability to work outside the normal schedule and adjust the schedule to meet peak periods and surge requirements when required.
• Other Essential Functions- Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

EDUCATION REQUIREMENTS:

Master’s Degree or equivalent work experience.
