About the Role: 

Dynanet Corporation is seeking a highly skilled Senior Program Analyst to provide strategic and analytical support to the Substance Abuse and Mental Health Services Administration (SAMHSA). The incumbent will play a critical role in conducting legislative and policy analyses, evaluating the efficiency and effectiveness of substance abuse and mental health programs, and supporting organizational transformation initiatives. This position requires expertise in both qualitative and quantitative methods, policy interpretation, and organizational assessment to guide decision-making at the Federal level. 

Roles & Responsibilities: 

• Conduct comprehensive legislative analyses and reviews of proposed and enacted laws, regulations, and Federal policies impacting SAMHSA’s mission and programs. 
• Develop, apply, and interpret qualitative and quantitative methodologies to assess the efficiency, effectiveness, and impact of SAMHSA’s behavioral health initiatives. 
• Provide expert analysis of new legislation, regulatory guidance, and Federal directives, translating policy changes into operational and programmatic recommendations. 
• Prepare reports, briefing materials, and policy summaries for senior leadership, ensuring accurate interpretation and timely communication of legislative and regulatory developments. 
• Support Federal interagency relations by reviewing and advising on implications of cross-government policies and strategies related to behavioral health. 
• Conduct organizational assessments to identify opportunities for improvement in structure, performance, and alignment with Federal priorities. 
• Provide analytical and advisory support to SAMHSA leadership during the reorganization and transition to the Administration for Healthy America (AHA), including strategy development, communications, and change management activities. 

Required Professional Skills: 

• Master’s degree in Public Policy, Public Health, Behavioral Health, Economics, or related field. 
• Minimum of 7–10 years of progressive experience in program analysis, legislative affairs, policy evaluation, or organizational change management within the Federal government or related consulting environment. 
• Demonstrated expertise in applying qualitative and quantitative research methods to evaluate Federal programs and policies. 
• Strong knowledge of behavioral health systems, including prevention, treatment, and recovery support services. 
• Experience conducting legislative and regulatory impact analyses at the Federal level. 
• Familiarity with federal reorganization processes and organizational performance frameworks. 
• Exceptional written and verbal communication skills, with ability to prepare high-level reports, briefs, and recommendations for senior executives and policymakers.
