Duties and Responsibilities
This is a senior-level position that reports to the Procurement Administrator of Purchasing and Contracts. The incumbent in this position will be responsible for providing high-level technical assistance and guidance relating to procurement activities to agency members and vendors. This position is also responsible for the development and review of complex solicitations to achieve the best value for the Department of Highway Safety and Motor Vehicles, as well as facilitating the solicitation process to include evaluations, negotiations, and awards. Additional duties include developing and maintaining reports, developing and facilitating procurement-related training, and identifying and implementing process improvements related to purchasing practices and procedures.
Knowledge, Skills, and Abilities
- Knowledge of public procurement principles and best practices.
- Knowledge of Florida Statutes 287 and 119, and Florida Administrative Code Rule 60A.
- Ability to understand, interpret, and apply laws, rules, regulations, policies and procedures related to State of Florida procurement processes.
- Knowledge of MyFloridaMarketPlace (MFMP) or other e-procurement systems.
- Ability to establish and maintain effective working relationships with others.
- Skill in communicating effectively, both verbally and in writing.
- Ability to prepare and deliver oral presentations to leadership and management.
- Ability to effectively manage project timelines and complete work with minimal supervision.
- Knowledge of Microsoft Office applications, including Word, Excel and Outlook.
- Ability to collect, evaluate and analyze information to determine key issues, resolve problems, and develop alternative recommendations.
- Skill in identifying deficiencies and implementing improvements relating to operational, performance and management practices.
