Climate Justice Department; other departments in the Global Partnership and Impact Division; including Aid Effectiveness, Extractive Industries team, and Gender Justice Departments; other Oxfam Divisional teams, including Private Sector, Government Relations and Public Policy, Campaigns, Public Engagement, and Institutional Support;Oxfam International,other Oxfam affiliates and Oxfam country and regional staff.

PURPOSE OF THE POSITION

This position serves as a focal point on international climate finance and climate issues, particularly related to ongoing and emerging issues in loss and damage. This includes understanding and knowledge of policies, governance, and finance that impact countries in the Global South for Oxfam America’s (OUS) Climate Justice Department, and supporting this international climate finance and loss and damage work of the Oxfam confederation more broadly. This includes providing expertise on questions of community-responsive governance for loss and damage funding (corporate and governmental), supporting the development of advocacy priorities and programming activities to deliver on those priorities, leading or supporting internal initiatives on programmatic approaches to community-informed loss and damage advocacy and polluter-pays policies, such as fundraising strategies.

More specifically, this position will lead on a body of work to help deliver on the Climate Justice Department's strategic priorities to scale up the provision of high-quality climate finance and advance just loss and damage financing. This role will strengthen Oxfam’s global advocacy and support climate influencing efforts in the Global South, including geographies across East Asia, Latin America, and Africa.

PRIMARY RESPONSIBILITIES

Policy research, analysis, and advocacy
•Collaborate with colleagues in Oxfam America, countries, and regions, and Oxfam International to build and execute Oxfam’s internal strategies and priorities at the nexus of international climate finance, loss and damage, and climate justice with a rights-based approach.
•Undertake policy analysis and research, prepare issue briefs and facilitate external research and analysis in support of a rights-based approach to action at the nexus of international climate finance, loss and damage, and climate justice; an emphasis will be placed as well on co-created research and shared advocacy with other Oxfam departments and affiliates, with an emphasis on Global South partners. Follow and uphold the processes and standards for producing research at Oxfam America.
•Provide policy support to strengthen US-based advocacy on international climate finance, loss and damage, and climate justice issues through a rights-based perspective engaging Congress,

the Administration, private sector companies, and others as relevant.
•Collaborate with other members of the Climate Justice Department to help advance Oxfam’s climate advocacy and policy activities, and support the integration of gender and racial justice, inequality, and decolonial priorities and approaches throughout Oxfam’s climate advocacy efforts.

Strategic Leadership and collaboration
•Lead the development and implementation of Oxfam America’s strategic program of work for international climate finance and loss and damage, aligning with the Climate Justice Strategic Framework, and Oxfam’s related work in the Global South.
•Raise Oxfam America’s profile within the climate solutions and development community and relevant external forums and coalitions (such as the International Climate Finance Coalition) at the nexus of international climate finance, loss and damage, and climate justice.
•Work with and support Oxfam country offices and regional governance bodies in their efforts to pursue community-responsive governance for loss and damage funding food actions, and build civil society capacity and engagement.

Project management and resource development
•Lead effective management of the grants related to this work, including subgrants. Ensure reporting requirements are timely and of high quality, that all financial obligations are met, and that Oxfam maintains good donor relations.
•Together with Resource Development and the Director and Senior Manager of the Climate Justice Department, support the development of fundraising strategies, engage in fundraising, and contribute to the development of high-quality program proposals.
