Job Summary:

The Senior OSW Permitting Manager position is a key role within the Offshore Business.  The Senior OSW Permitting Manager will manage and coordinate permitting and compliance efforts for the New England Wind 1   Offshore Wind Project.  This project is close to completion in securing the necessary federal, state, regional and local permits, but there is much work to be done to assure compliance with the numerous permit conditions, to secure any/all remaining permits, and lead any potential permit modification efforts.  The Senior OSW Permitting Manager will work closely with the Offshore Permitting Director, and other Permitting, Environmental, and Execution Team members to manage future permitting efforts and ensure compliance with local, state, and federal permits and approvals issued for the Project.

The Senior OSW Permitting Manager will be a main point of contact for permitting and compliance matters for New England Wind. The role will review the Project’s Permit Compliance register regularly, collaborate with internal stakeholders on permitting- and compliance-related topics, and work with internal and/or external team members to develop compliance reports and filings. The Senior OSW Permitting Manager will support translation of permit conditions into action through compliance management.

To ensure success, the Senior OSW Permitting Manager should have extensive experience in permitting and compliance and possess offshore industry experience and knowledge (offshore wind preferred, or relevant offshore oil and gas, maritime, marine environmental, or health and safety). An accomplished Senior OSW Permitting Manager will be someone who can lead permitting and compliance efforts with internal stakeholders and external consultants, and lead meetings and calls with relevant regulatory agencies. They should be an expert communicator and easily build rapport across multifunctional groups. They will be results driven, analytical, data focused, work well under limited supervision, and must be experts at stakeholder management and at building relationships. 

Job Duties:

• Lead permitting activities and efforts with relevant local, state, and federal regulatory and other agencies.
• Review Permit Compliance databases and Project Environmental Information Management System (EMIS) for permit compliance requirements and work with internal and/or other stakeholders to develop and submit required Plans and other Compliance filings.
• Manage consultants in the monitoring and oversight of Project activities to ensure compliance with all relevant permit requirements and approval conditions.
• Work with Execution Team Compliance Managers to update/maintain the regulatory compliance tool for updated permit requirements and expectations for the Permitting Team. Understand offshore regulatory changes and developments in the US regulatory environment and make sure they are included in the compliance register/tool.
• Lead the development of internal and external compliance reports and responses to Regulatory Agencies through confirmation of data by internal or external stakeholders and subject matter experts, as needed.
• Develop documentation to communicate requirements for contractors, engage with contractors to raise awareness of requirements, review contractor documentation to ensure alignment with requirements, and conduct site inspections, as needed.
• Ensure environmental studies/assessments and permitting strategies are robust and achievable in consultation with internal and external development team, technical team, construction and operations staff.
• Identify key permitting risks and monitor progress in terms of how those risks are being mitigated.
• Negotiate with wildlife, land use, and other regulatory agencies to achieve acceptable permit conditions consistent with project and Company goals, schedules, costs, and environmental protection.
• Work closely with and lead the development team and external consultants in the preparation of applications to agencies; represent Company's position at hearings and workshops.
• Lead and manage contractor and consultant activity in-line with project schedule, budget and regulatory requirements.

Skills, Knowledge & Experience:

Essential:

• Offshore wind, offshore oil and gas, maritime vessel and / or port and terminal experience:
  • 6-8 years industry experience with large-scale projects, minimum
  • 4-5 years offshore industry experience, minimum
  • 3-4 years project management and leadership experience, minimum
