Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

About the Role:  

 As the Senior Manager of Workforce Services you will lead efforts to support NSTC members by directing the activities of the Workforce Center of Excellence (WCoE) Connections Program team. The key mission of this team is to support the development regional and national ecosystems that connect the nation’s semiconductor companies to training and education partners, along with other workforce solutions, that help them address their workforce needs.   

Every day, you will work with the HR and workforce development teams of member companies to ensure that they have access to industry best practices and are connected to the workforce solution providers in their regions and across the country. You will provide technical assistance to help them deploy these best practices, build effective ecosystems, and access the resources, programs, and tools offered by the NSTC Workforce Center of Excellence (WCoE).  

To thrive in this role, you must be a strong communicator and an expert facilitator who can build trusted relationships. The successful candidate will possess excellent interpersonal skills and bring deep experience in relationship building and workforce development to the role.   

The Senior Manager of Workforce Services plays a pivotal role in shaping the development of regional workforce development ecosystems supporting the semiconductor industry. This position offers the opportunity to make a significant impact on the growth and success of the domestic semiconductor ecosystem by providing valuable insights and guiding the development of Natcast's workforce data system.  

Responsibilities  

• Provide guidance to workforce development professionals and other key leaders within NSTC member organizations 

• Support regional semiconductor workforce development efforts by researching, analyzing, and managing requests for technical assistance from member organizations 

• Convene companies, workforce intermediaries, and other stakeholders to collaboratively develop workforce solutions. 

• Serve as a thought partner to the WCoE leadership team to help inform the development of programs 

• Meet regularly with companies, regional partners, and workforce leaders to build relationships and facilitate connections 

• Encourage the integration of successful best practices into the regional  semiconductor workforce ecosystems in the United States. 

• Manage and lead a team tasked with providing technical assistance to NSTC member organizations on workforce development topics 

• Drive development of the internal capabilities and infrastructure needed to support the WCoE’s Connections Program 

• Leverage industry knowledge and an understanding of how funding can be used to develop and enhance workforce development initiatives 

• Facilitate partnerships with other stakeholder organizations   

Required Skills and Experience  

• Deep knowledge of common practices in workforce development, including the use of intermediaries, in order to provide meaningful support for the development of effective regional workforce ecosystems 

• Extensive experience in workforce development field, including managing sector-based workforce programs with a complex set of stakeholders. 

• Experience in strategic and project planning, project implementation, performance management, and coordination of organizations to drive consensus and meet project goals 

• Knowledge of regional workforce development practices in the United States  

• Knowledge of public and private funding opportunities in the United States, including those available for workforce development initiatives at the federal and state and local levels
