Job Description:

Applies knowledge of computer science concepts and techniques in the design, development, installation and maintenance of relational databases to satisfy engineering, scientific, or business data acquisition and management.  Develops and maintains necessary public synonyms, data base links, and user access controls. Collaborate with cross-functional teams to understand business requirements and translate them into database designs and technical specifications. Perform database performance tuning, monitoring, and troubleshooting to optimize system performance and availability.

Key Responsibilities:

• Conduct strategic planning to align database systems with the IRS’s overarching business goals and mission objectives, ensuring that data management practices support operational efficiency and strategic directives.
• Collaborate closely with IRS stakeholders to thoroughly assess the agency’s data management needs and requirements. This includes a deep dive into the utilization of data across various departments, pinpointing areas for enhancement to support tax administration and compliance initiatives effectively.
• Lead and actively engage in the development and architecture of secure database solutions, encompassing hands-on activities such as coding, creation of tables, indexes, and stored procedures tailored to meet the IRS’s unique operational needs and security standards.
• Implement and enforce rigorous security protocols to safeguard sensitive taxpayer information against unauthorized access, breaches, and vulnerabilities, ensuring full compliance with federal data protection laws, regulations like the Federal Information Security Management Act (FISMA), and adherence to IRS security frameworks.
• Continuously monitor, assess, and refine database performance to address system bottlenecks, optimize query performance, and ensure the efficient retrieval of data, thereby supporting the IRS’s ability to process and analyze tax information swiftly and accurately.

Qualifications:

• Bachelor of Science Degree in Computer Science, Mathematics, Statistics, or Engineering, from an accredited college or university
• At least six (6) years of the total experience must have been in programming data base systems.
• Excellent leadership and communication skills.

Minimum Eligibility:

• Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
• Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
