Primary Purpose
The Senior Construction Program Analyst coordinates and directs the activities within -Project Financial Administration, and provides complex and detailed reporting and analysis relating to various client project activities within the Construction Division. The Senior Construction Program Analyst undertakes assignments that require analytical expertise, independent judgement, and high-level decision making.
Essential Functions
- Work independently and with a high degree of judgment to manage and ensure timely and efficient completion of activities within Project Financial Administration.
- Oversee and serve as a key contact for a portfolio of Clients as it relates to Project Financial Administration activities.
- Oversee and direct the activities related to: project setup; funding; project closeout; client invoicing, cash flow projections; ad-hoc reporting, and other project-related financial tasks of DASNY’s client construction programs.
- Perform detailed and complicated analysis of project financial data.
- Supervise, assign, and prioritize workload and allocate work among staff.
- Resolve administrative, technical, and funding issues in a timely manner.
- Plan and direct the execution of new initiatives, reports, and development of new systems and applications.
- Review and approve project set-up activities.
- Coordinate the development and monitoring of DASNY project fee estimates with the Construction Division and other DANSY units.
- Develop, implement, and revise procedures related to administrative functions and program operations.
- Work with Program Directors and other units to develop Project Management Agreements and Memorandum of Understandings with existing and new clients.
- Coordinate and develop DASNY’s Builder’s Risk schedules.
- Coordinate activities with other DASNY units within and outside of the Construction Division, and external parties.
- Mentor direct reports with regard to personal development and management of the administrative functions of DASNY’s construction programs.
- Recommend and implement measures to ensure the efficient operation of DASNY’s design and construction operations.
- Represent DASNY at Client meetings, conferences or other functions.
- Participate in outreach meetings/functions with existing and prospective clients and professional organizations.
- Participate in strategic planning activities.
Other Duties and Responsibilities
- Train and evaluate employees.
- Assist Management in the development of policies.
- Assess, develop, and implement internal controls, and oversee the review and testing of same.
- Participate in internal audits, FOIL requests, or other analysis, as needed.
- Undertake special assignments as directed.
- Must maintain regular attendance in accordance with DASNY attendance and leave policies.
- Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision
Supervision of employees is required.
Physical/Mental/Visual Demands
Travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. May require exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and work safety hazards (chemicals, fumes, etc.). Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.
