This role is located in Phoenix, AZ and is contingent upon successfully winning a bid and authority approval.
- Position Summary:
The Safety Manager will report to the General Manager and is responsible for the administration, implementation, enforcement, and continuous improvement of the organization's safety management programs. This position provides leadership and oversight of safety services to ensure compliance with federal, state, and local regulations while promoting a culture of safety throughout all light rail operations. The Safety Manager develops and administers policies, procedures, training, audits, investigations, and corrective action programs designed to prevent employee injuries and illnesses, property damage, service disruptions, and environmental incidents.
- Essential Duties and Responsibilities:
- Manage and administer all aspects of the organization's safety program, including policy development, implementation, monitoring, and enforcement.
- Provide safety leadership, guidance, and support to operations, maintenance, and administrative departments.
- Ensure compliance with applicable OSHA, Federal Transit Administration (FTA), state, and local safety regulations and standards.
- Conduct safety inspections, audits, hazard assessments, and risk evaluations of facilities, equipment, and operations.
- Lead incident, accident, and near-miss investigations and ensure corrective and preventive actions are identified and implemented.
- Develop, deliver, and coordinate safety training programs for employees, supervisors, and management.
- Monitor safety performance metrics and prepare reports for management and regulatory agencies.
- Support emergency preparedness, response, recovery, and business continuity efforts.
- Coordinate and maintain required safety documentation, records, certifications, and regulatory reporting.
- Promote a proactive safety culture through employee engagement, hazard reporting, and continuous improvement initiatives.
- Collaborate with regulatory agencies, contractors, customers, and internal stakeholders regarding safety-related matters.
- Maintain National Incident Management System (NIMS) training and certification requirements and participate in emergency response planning and exercises.
- Minimum Qualifications
Experience:
- Minimum of seven (7) years of experience in a light rail operation.
- Minimum of three (3) years of progressively responsible experience in a safety-related position, program, or management role within a transportation, transit, or rail environment.
Education and Professional Knowledge:
- Demonstrated mastery of the recognized body of knowledge in the safety profession through formal education, professional training, work experience, or a combination thereof.
- Proven ability to apply safety principles and practices to prevent occupational injuries and illnesses, property damage, service interruptions, and environmental impacts.
- Completion of formal safety-related coursework such as:
- Occupational Safety and Health Administration (OSHA)
- Arizona Division of Occupational Safety and Health (ADOSH)
- Arizona General Contractors Construction Safety programs
- National Safety Council training
- Or equivalent recognized safety training programs
Certifications:
- Possess a valid U.S. Department of Labor OSHA Card or obtain and maintain the certification within one (1) year of hire.
- Possess and maintain National Incident Management System (NIMS) training and certification.
- Additional professional safety certifications (e.g., CSP, ASP, SMS, CHST) are preferred.
- Knowledge, Skills, and Abilities:
- Extensive knowledge of safety regulations, standards, and best practices applicable to rail and transit operations.
- Knowledge of OSHA requirements, accident investigation techniques, hazard analysis, risk management, and safety management systems.
