Description:

 

This advertisement will be used to fill two positions for a project to improve the pre-service onboarding curriculum for the Eligibility Specialist I, a critical class position within the Office of Economic Self-Sufficiency.

 

These are highly responsible, professional positions on the Workforce Learning and Development team within the Office of Quality and Innovation and report to the Headquarters office in Tallahassee. The positions will be responsible for analyzing current practices, designing, developing, and implementing a modern pre-service curriculum that is engaging, performance based, and academically sound. This curriculum will be used to onboard thousands of newly hired Eligibility Specialists throughout the State of Florida with the goal to enhance retention and improve outcomes for Floridians in need.

 

Essential Job Functions:

 

  • Travel to region offices statewide is a requirement.
  • Travel to Headquarters Office in Tallahassee is a requirement.
  • Ability to translate complex policies and regulations for multiple public assistance programs into plain language.
  • Develop clear and understandable technical user manuals and process instructions for software or other online systems used to determine eligibility including mainframe.
  • Build rapport with regional trainers and staff to adequately observe and analyze current pre-service practices statewide.
  • Work collaboratively with subject matter experts (SME) to design and develop a complete curriculum that meets the needs of a modern workforce and prepares them to determine eligibility confidently and competently.
  • Meet or exceed Department quality standards through use of DCF program Style Guide and Training Standard criteria.
  • Work collaboratively with Program Policy, Quality Management, and Operations staff in the development of training or assessments that improve performance metrics in error prone areas related to eligibility determination.
  • Work in partnership with the Department’s Headquarters Workforce Learning and Development team and the Office of Economic Self-sufficiency.
  • Manage multiple deliverables simultaneously from concept to completion, including but not limited to analysis of current practice, curriculum creation, crafting course maps/story boards, reviewing/finalizing course material, assessments, discussions, and assignments, creating visual aids, infographics, and interactive content.
  • Review courses to ensure alignment of learning objectives, instructional materials, assessments, and assignments.
  • Evaluate course effectiveness and reviews course evaluations for continuous course design improvements.

 

 

Knowledge, Skills, and Abilities:

 

  • Experience in training, education technology, and instructional systems design
  • Demonstrate capability in application of adult learning principles, best practices in blended and online workplace education, learner engagement.
  • Excellent verbal and written communication and presentation skills with all levels of leadership, management, and staff
  • Capable of working with a high degree of independence, determining work priorities, and ensuring proper completion of work assignments
  • Ability to fact-find, identify trends, root causes, and effective practices from data and observations.
  • Ability to make decisions and recommend solutions.
  • Proficient in systems-thinking across operational locations, department programs, and government agencies
  • Ability to establish and maintain effective working relationships with others.
  • Proficient in collaborating within a cross-functional team.
