Currently, we are seeking a motivated, career and team-oriented Quality/Risk Manager in support of the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) Data Services Program. The CDM Data Services Program is a critical component of CISA’s national effort to ensure the defense and resilience of cyberspace. This is a remote position where the candidate can work from any location within the United States provided, they are able to work on an eastern time zone schedule.
The CDM Data Services Program mission is to provide a standardized platform to collect, transform, and integrate cybersecurity data from relevant authoritative data sources into a coherent data, delivering actionable information into Agency and Federal Dashboards to identify risk areas in support of mitigation as well as to facilitate coordinated agency and national response to cyber-threats.
As an essential part of The Program Management Office (PMO) organization, Quality/Risk Manager works within a highly matrixed team, reporting at both executive and client-facing levels. The PMO drives operational excellence through the implementation of industry best practices, standards of execution and customer-aligned delivery cadence. The PMO encompasses the program’s business operations functions and ensures these functions are aligned with the organization’s overall strategic goals. Successful candidates will have strong communication skills, a solid understanding of project management strategies, good critical thinking and problem-solving skills, and the ability to thrive in a fast-paced environment. Members of this team are expected to collaborate cross-functionally across various functional groups to drive towards desired results.
Responsibilities include, but are not limited to:
- Responsible for the leadership, innovation, governance, and management necessary to identify, evaluate, mitigate, and monitor the program's operational and strategic risk.
- Developing and maintaining a Quality Management Plan
- Implement Risk Management tools and practices to analyze and report program risks, and to manage risks according to a program risk management framework.
- Track risk mitigation and contingency plans
- Develop reports and dashboards of program and project risks and issues to support program management and decision-making activities.
- Oversee and monitor risk management activities of the Program.
- Work with technical trainers to create and deliver risk management training and materials.
- Facilitate governance meetings to review the status of activities against program and project goals and objectives.
- Accountable to the Program Manager for review of risk management data to identify overall program/project risk in terms of cost, schedule, and performance.
- Ensure that project tasks are completed within deadlines
- Remain conscious of relevant administrative polices
- Prepare and execute deliverables in accordance with program requirements
Basic Qualifications:
- A bachelor’s degree
- A minimum of (8) eight years of overall experience assessing risk for IT systems and portfolios for a Federal Program
- Experience with risk or technical performance, including integrating performance measures with risk measures to manage risk and drive outcomes in a Federal program
- Experience with Microsoft Office, including Word, Excel, and PowerPoint
- Ability to build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the customer base.
- Proven experience coordinating and synchronizing multiple projects, developing and maintaining a master schedule, and preparing briefings to senior management
- Experience leading teams and working across organizational boundaries to meet program requirements
- Proven experience streamlining processes and procedures
- Ability to communicate complex concepts.
- Ability to be a self-starter and work with a clear and defined mission.
